          SUBJECT:  The Officer Jack Polen Memorial Highway


          SUMMARY:  Designates a portion of State Highway Route (SR) 44 in  
          Shasta County as the "Officer Jack Polen Memorial Highway."   
          Specifically, this resolution:  


          1)Recounts the life and accomplishments of Jack Polen, an  
            officer in the California Highway Patrol.


          2)Designates the portion of SR 44 between post mile R 27.882 at  
            Wilson Hill Road and post mile 35.930 at Airport Way in Shasta  
            County as the "Officer Jack Polen Memorial Highway."


          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.


          EXISTING LAW:  Assigns Caltrans the responsibility of operating

          and maintaining state highways including the installation and  
          maintenance of highway signs.


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:  Jack Polen graduated from the California Highway  
          Patrol Academy in 1980 and was stationed in the areas of Redwood  
          City, Woodland, and Redding before being assigned to the SR 44  
          beat in 2002.  Officer Polen patrolled SR 44 for four years,  
          driving 126,251 miles, writing 3,436 citations, and making 125  
          DUI arrests, earning himself the nickname "The 44 Enforcer."  On  
          December 9, 2013, Officer Polen lost his battle with cancer at  
          the age of 56.  Officer Polen is survived by his wife, his three  
          daughters, and his three sons.  This resolution designating a  
          portion of SR 44 in Shingletown in his honor and acknowledges  
          the significant role Officer Polen played in his community.
