This measure would proclaim October 23 to October 29, 2016, as Red Ribbon Week, and would encourage all Californians to help build drug-free communities and participate in drug prevention activities.

P1 1WHEREAS, Californians for Drug-Free Youth, Inc. (CADFY),
2a statewide parent-community organization, the office of the
3Governor, the office of the Attorney General, the State Department
4of Education, the California Parent Teacher Association, and over
5100 other statewide agencies, departments, and organizations have
6been strong advocates for Red Ribbon Week; and
7WHEREAS, The National Family Partnership, Inc., initiated
8the Red Ribbon Campaign after Drug Enforcement Administration
9Agent Enrique “Kiki” Camarena was killed in Mexico by drug
10traffickers in 1985; and
11WHEREAS, Parents, youths, schools, businesses, law
12enforcement, religious institutions, service organizations, senior
13citizens, medical and military personnel, sports teams, and others
14concerned about the effects of drugs on our communities will
P2 1demonstrate their commitment to drug-free, healthy lifestyles by
2wearing and displaying red ribbons during this weeklong
3celebration; and
4WHEREAS, The theme of this year’s effort is “____”; and
5WHEREAS, Securing a safe and healthy future for our children
6is directly threatened by drug abuse, and awareness of this problem
7will help individuals in fighting drug abuse; and
8WHEREAS, The objective of Red Ribbon Week 2016 will be
9to promote this view through drug prevention, education, parental
10involvement, and communitywide support; and
11WHEREAS, The Assembly of the State of California has further
12committed its resources to ensure the success of the Red Ribbon
13Week celebration; now, therefore, be it
14Resolved by the Assembly of the State of California, the Senate
15thereof concurring, That the Legislature hereby proclaims its
16support for the Red Ribbon Week celebration by proclaiming the
17period of October 23 to 29, 2016, inclusive, as Red Ribbon Week;
18and be it further
19Resolved, That the Legislature encourages all Californians to
20help build drug-free communities and to participate in drug
21prevention activities by making a visible statement that we are
22firmly committed to healthy, productive, and drug-free lifestyles;
23and be it further
24Resolved, That the Chief Clerk of the Assembly transmit copies
25of this resolution to the Governor, and to the author for appropriate
26distribution throughout the state.
