Assembly Concurrent Resolution No. 136—Relative to Red Ribbon Week.

LEGISLATIVE COUNSEL’S DIGEST

ACR 136, as amended, Calderon. Red Ribbon Week.

This measure would proclaim October 23 to October 29, 2016,begin insert inclusive,end insert as Red Ribbon Week, and would encourage all Californians to help build drug-free communities and participate in drug prevention activities.

P1    1WHEREAS, Californians for Drug-Free Youth, Inc. (CADFY),
2a statewide parent-community organization, the office of the
3Governor, the office of the Attorney General, the State Department
4of Education, the California Parent Teacher Association, and over
P1    1100 other statewide agencies, departments, and organizations have
2been strong advocates for Red Ribbon Week; and

3WHEREAS, The National Family Partnership, Inc., initiated
4the Red Ribbon Campaign after Drug Enforcement Administration
5Agent Enrique “Kiki” Camarena was killed in Mexico by drug
6traffickers in 1985; and

7WHEREAS, Parents, youths, schools, businesses, law
8enforcement, religious institutions, service organizations, senior
9citizens, medical and military personnel, sports teams, and others
10concerned about the effects of drugs on our communities will
11demonstrate their commitment to drug-free, healthy lifestyles by
12wearing and displaying red ribbons during this weeklong
13celebration; and

14WHEREAS, The theme of this year’s effort isbegin delete “____”;end deletebegin insert “YOLO.
15Be Drug Free.”;end insert
and

16WHEREAS, Securing a safe and healthy future for our children
17is directly threatened by drug abuse, and awareness of this problem
18will help individuals in fighting drug abuse; and

19WHEREAS, The objective of Red Ribbon Week 2016 will be
20to promote this view through drug prevention, education, parental
21involvement, and communitywide support; and

22WHEREAS, The Assembly of the State of California has further
23committed its resources to ensure the success of the Red Ribbon
24Week celebration; now, therefore, be it

25Resolved by the Assembly of the State of California, the Senate
26thereof concurring,
That the Legislature hereby proclaims its
27support for the Red Ribbon Week celebration by proclaiming the
28period of October 23 tobegin insert Octoberend insert 29, 2016, inclusive, as Red Ribbon
29Week; and be it further

30Resolved, That the Legislature encourages all Californians to
31help build drug-free communities and to participate in drug
32prevention activities by making a visible statement that we are
33firmly committed to healthy, productive, and drug-free lifestyles;
34and be it further

35Resolved, That the Chief Clerk of the Assembly transmit copies
36of this resolution to the Governor, and to the author for appropriate
37distribution throughout the state.
