ANALYSIS: This resolution designates a portion of State Route 14 in the City of Lancaster as the Senator Sharon Runner Memorial Highway, State Route 138 in the County of Los Angeles from the interchange at State Route 14 to 47th Street East in the City of Palmdale as the Larry Chimbole Memorial Highway, and a portion of highway from Interstate 5 to State Highway Route ACR 138 Page 2 14, commonly known as the Cross Valley Connector, as the Santa Clarita Veterans Parkway. This resolution also requests the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. Comments 1)Purpose. This resolution is intended to honor the lives and service of Senator Sharon Runner, Lawrence "Larry" Chimbole, and veterans in the City of Santa Clarita. 2)Background. The honorable Sharon Runner was a lifelong resident of Lancaster, California. Before embarking on her political career, Ms. Runner cofounded Desert Christian Schools. In 1998 she was appointed by Governor Pete Wilson to serve on the Antelope Valley Fair Board of Directors. She served in the California State Assembly from 2002 to 2008. In 2009 she was appointed by Governor Arnold Schwarzenegger to the California Unemployment Insurance Appeals Board. In 2011 she was elected to the California Senate and was reelected in 2015. Senator Runner coauthored California's version of Jessica's Law and served on the board of California Women Lead. Throughout her life, Senator Runner volunteered her time on several boards and committees, including the United Way, Antelope Valley Hospital Gift Foundation, Antelope Valley Crime Task Force, Healthy Homes Advisory Council, and Care Net. Senator Runner was diagnosed with limited scleroderma in 1984 and received a double-lung transplant in 2012. Senator Runner passed away on July 14, 2016. Larry Chimbole was born in New Haven, Connecticut, on May 22, 1919. During World War II, Mr. Chimbole served in the Army Air Corps. After World War II, he moved to Glendale, California, before settling in Palmdale in 1957. Mr. Chimbole owned a hardware store in Palmdale and was president of the Palmdale Kiwanis Club and of the Palmdale Chamber of Commerce. He was instrumental in the development ACR 138 Page 3 of the Antelope Valley and its freeway system. Mr. Chimbole served 12 years on the Palmdale City Council and four years in the California State Assembly. He served as president of the California Contract Cities Association and of the Los Angeles County Division of the League of California Cities. After leaving the Legislature, Mr. Chimbole served as a member of the State Board of Landscape Architects, the Antelope Valley Healthcare District Board of Directors, and the Antelope Valley Fair Board of Directors. The Santa Clarita Valley is home to more than 10,000 military veterans and their families.
