          SUMMARY:  Proclaims April 27, 2016, as Don't Text and Drive Day,  
          and would call upon individuals, government agencies, and  
          schools, among others, to promote awareness of the problem of  
          texting and driving and to support programs and policies that  
          reduce the incidence of texting while driving in California and  
          nationwide.  Specifically, this resolution makes the following  
          legislative findings:
          1)The National Safety Council estimates that over 340,000, or  
            6%, of all crashes in 2013 involved text messaging.  
          2)In California, it is unlawful to write, send, or read a text

            message while driving, without using voice-operated and  
            hands-free technology.


          3)In a 2011 study by the federal Centers for Disease Control and  
            Prevention, 31.2% of United States drivers 18 to 64 years of  
            age reported that they had read or sent text or email messages  
            while driving at least once in the past 30 days.  Nearly 70%  
            of California drivers surveyed said they had been hit or  
            nearly hit by a driver who was talking or texting on a cell  
            phone.


          4)According to the Virginia Tech Transportation Institute,  
            texting while driving is six times more likely to result in an  
            accident than driving while intoxicated.


          5)Don't Text and Drive Day calls upon individuals, government  
            agencies, business leaders, hospitals, schools, and public and  
            private institutions within the state to promote awareness of  
            the problem of texting and driving and to support programs and  
            policies that reduce the incidence of texting while driving in  
            California and nationwide.
