BILL ANALYSIS Ó ACR 142 Page 1 Date of Hearing: March 14, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 142 (Williams) - As Introduced February 19, 2016 SUBJECT: Ventura County Deputy Sheriff Peter Aguirre, Jr. Memorial Highway SUMMARY: Designates a portion of State Highway Route (SR) 33 in Ventura County as the "Ventura County Deputy Sheriff Peter Aguirre, Jr. Memorial Highway." Specifically, this resolution: 1)Recounts the life and career of Deputy Sheriff Peter Aguirre, Jr, a Deputy Sheriff with the Ventura County Sherriff's Department. 2)Designates the portion of SR 33 in the County of Ventura from West Ojai Avenue at post mile 11.21 to Fairview Road at post mile 12.8 as the "Ventura County Deputy Sheriff Peter Aguirre, Jr., Memorial Highway." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the specific designation and, upon receiving donations from non-state sources covering that cost, to erect those ACR 142 Page 2 signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways including the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: The author seeks to honor Ventura County Deputy Sheriff Peter Aguirre, Jr., who originally attended college to become a school teacher. After earning his Bachelor of Arts degree from the University of California Northridge, he instead decided to pursue a career in law enforcement. Deputy Aguirre had only been with the Ventura County Sherriff's Department for three years when on July 17, 1996, he was killed in the line of duty. Deputy Aguirre, along with other officers responded to a domestic disturbance call in the Ojai Valley. Shortly after arriving at the scene the suspect opened fire on the deputies, fatally wounding Deputy Aguirre. His fellow officers were impressed by his hard work and dedication. Deputy Aguirre leaves behind his wife and daughter. This resolution in his honor acknowledges his tireless work upholding public safety and that he gave his life protecting others.
