This measure would commend the California Taxpayers Association on the 90th anniversary of its founding, applaud its record of service to the people of California, and extend best wishes to the association for a long and productive future.

P1 1WHEREAS, The California Taxpayers Association is celebrating
2its 90th anniversary, and it is appropriate at this time to recognize
3the association’s nine decades of service to the people of our great
4state; and
5WHEREAS, The California Taxpayers Association was founded
6in 1926 as a nonpartisan, nonprofit organization with the dual
7mission of protecting taxpayers from unnecessary taxes and
8supporting government efficiency and has remained committed to
9achieving these important goals for the benefit of all Californians;
10and
11WHEREAS, Dramatic increases in government spending and
12the passage of state tax increases in 1921 fueled a desire to create
13the California Tax Improvement Association as an institutional
14voice for taxpayers, and in December 1925, members of the
15California Tax Improvement Association decided to create a
P2 1successor organization to pursue the goals of reducing taxes and
2increasing economy in public expenditures; and
3WHEREAS, At a meeting on February 24, 1926, in the Pacific
4Mutual Building in Los Angeles, the California Taxpayers
5Association was born, and “CalTax” was adopted as the shorthand
6version of the association’s formal name; and
7WHEREAS, The association’s incorporation papers were
8certified by California Secretary of State Frank Jordan on March
98, 1926; and
10WHEREAS, Since its inception the association has informed
11the public and contributed to sound policymaking by conducting
12extensive research on education spending, local government costs,
13government management procedures, property taxation, parcel
14taxes, and many other issues of widespread concern and great
15importance to California taxpayers; and
16WHEREAS, CalTax has been a key nonpartisan participant in
17the policymaking process, meeting with governors and providing
18expert policy input to the Legislature, state tax agencies, county
19assessors and local governments; and
20WHEREAS, CalTax frequently testifies before the Legislature,
21the State Board of Equalization, and the Franchise Tax Board to
22represent its members and the general public, providing informed
23feedback that has led to improvements in the administration of
24California’s tax laws, through increased conformity between state
25and federal tax laws; and
26WHEREAS, CalTax is robust in its determination to ensure
27fairness in tax administration and lends its support to individual
28taxpayers when legal challenges are needed to protect the rights
29of California taxpayers; and
30WHEREAS, Since its earliest years, CalTax has educated its
31members and all California voters on ballot measures relating to
32state taxes; and
33WHEREAS, CalTax has sponsored initiatives to take politics
34out of the redistricting process, to clarify the definition of “tax” in
35California law, and to accomplish other reforms supported by the
36people of California; and
37WHEREAS, CalTax is the longest-serving organization
38protecting the interests of California taxpayers, and follows the
39principles of fair-mindedness and accuracy to ensure continuing
40success for the next 90 years and beyond; now, therefore, be it
P3 1Resolved by the Assembly of the State of California, the Senate
2thereof concurring, That California Legislature commends the
3California Taxpayers Association on the 90th anniversary of its
4founding, applauds its record of service to the people of California,
5and extends sincere best wishes to the association for a long and
6productive future.
