Existing law establishes a specialized license plate program and requires the Department of Motor Vehicles (DMV) to issue specialized license plates on behalf of a sponsoring state agency that meets certain requirements. Existing law requires that the DMV charge specified additional fees for the issuance, renewal, or transfer of specialized license plates, and requires the DMV to deposit the fees, less the DMV’s costs, into the Specialized License Plate Fund. Existing law requires that moneys in the fund be allocated, upon appropriation by the Legislature, to each sponsoring agency in proportion to the amount that is attributable to the agency’s specialized license plate program. Existing law authorizes the sponsoring state agency to use these moneys to fund projects and programs that promote the state agency’s official policy, mission, or work.

This bill would require the State Coastal Conservancy to apply to the DMV to sponsor a license plate for coastal conservancy awareness, and would require the DMV, in consultation with the State Coastal Conservancy, to design for issuance these special license plates bearing a decal depicting a surfer design, as specified. The bill would require the DMV to deposit the fees for the issuance, renewal, or transfer of these specialized license plates, less the DMV’s costs, into the Coastal Conservancy Awareness Fund, which the bill would establish in the Specialized License Plate Fund, for the deposit of revenue derived from these specialized license plates. The bill would require that these funds be allocated, upon appropriation by the Legislature, to the State Coastal Conservancy to fund specified projects and programs related to coastal conservancy, including providing for the maintenance and operation of coastal access infrastructure.

The bill would require the DMV to deposit fees for the issuance, renewal, or transfer of the Pet Lover’s specialized license plates, less the DMV’s costs, into the Pet Lover’s Fund, which the bill would establish in the Specialized License Plate Fund, for the deposit of revenue derived from these specialized license plates. The bill would require that these funds be allocated, upon appropriation by the Legislature, to the Veterinary Medical Board for disbursement by a nonprofit organization selected by the board to fund grants to providers of no-cost or low-cost animal sterilization services. The bill would require the board to determine eligibility requirements for the grants, establish the grant application process, and develop program specifics. The bill would authorize the board to contract with an entity, including a nonprofit organization, to provide advice, consultation, and administrative services for purposes of implementing and administering the grant program. The bill would require the board to provide oversight for the disbursal of grant funds under the grant program.

SECTION 1.  

Section 5166 is added to the Vehicle Code, to

5166.  

(a) The State Coastal Conservancy shall apply to the
4department to sponsor a coastal conservancy awareness license
5plate program. The department shall issue specialized license plates
6for that program if the State Coastal Conservancy satisfies the
7requirements of Section 5156.

P3    1(b) The department, in consultation with the State Coastal
2Conservancy, shall design the special state coastal conservancy
3license plates as described in this section. The special state coastal
4conservancy license plates shall bear a decal that the department
5determines, in consultation with the Department of the California
6Highway Patrol, does not obscure the readability of the license
7plate depicting a surfer design, as approved by the State Coastal
8Conservancy.

9(c) (1) The fees specified in Section 5157 shall be imposed for
10the issuance, renewal, or transfer of specialized license plates
11authorized by this section. Notwithstanding subdivision (c) of
12Section 5157, after deducting its administrative costs, the
13department shall deposit the revenue derived from the additional
14fees into the Coastal Conservancy Awareness Fund, which is
15hereby established in the Specialized License Plate Fund. Upon
16appropriation by the Legislature, the moneys in the Coastal
17Conservancy Awareness Fund shall be allocated to the State
18Coastal Conservancy to fund projects and programs that accomplish
19any of the following purposes:

20(A) Educating the general public regarding the history of surfing
21as a sport and as a recreational activity, and educating the general
22public regarding other nonmotorized water recreation.

23(B) Providing support for lifeguards at high-risk beaches to aid
24in the protection of the public who utilize those beaches.

25(C) Providing for noncapital expenses relating to the operation
26and maintenance of access ways, educational opportunities, and
27increasing attendance at beaches, including, but not limited to,
28shuttle transportation methods.

29(D) Hosting and supporting forums and events to increase
30coastal conservancy awareness, including the publication of
31articles.

32(E) Developing and supporting activities designed to assist in
33preserving and protecting the shoreline and the delicate ecosystems
34residing within the coastal ecosystem.

35(F) Providing for the maintenance and operation of coastal
36access infrastructure, including, but not limited to, trails, pathways,
37walkways, parking, ramps and stairs, coastal cleanup efforts, and
38any other beach access services.

39(G) Providing for the protection, habitat, and the care,
40rehabilitation, and reintroduction of California Sea Lions.

P4    1(H) Promoting the coastal conservancy awareness license plate
2program, including, but not limited to, through the use of contracted
3partners as provided for in paragraph (2).

4(2) The State Coastal Conservancy may enter into an agreement
5with the federal government, state or local governments, or any
6nonprofit organization, as may be appropriate, to assist the State
7Coastal Conservancy in accomplishing any of the projects or
8programs described in paragraph (1).

(a) The fees specified in Section 5157 shall be imposed
11for the issuance, renewal, or transfer of the Pet Lover’s specialized
12license plates. Notwithstanding subdivision (c) of Section 5157,
13after deducting its administrative costs, the department shall
14deposit the revenue derived from the additional fees into the Pet
15Lover’s Fund, which is hereby established in the Specialized
16License Plate Fund.

17(b) Upon appropriation by the Legislature, the moneys in the
18Pet Lover’s Fund shall be allocated to the Veterinary Medical
19Board. There shall not be an allocation to the board pursuant to
20subdivision (c) of Section 5157. The board shall allocate those
21funds to a nonprofit organization it selects for disbursal to
22qualifying spay and neuter facilities for the sole and exclusive
23purpose of funding grants to providers of no-cost or low-cost
24animal sterilization services.

25(c) Annual administrative costs for the program shall not exceed
2625 percent of the funds collected from the issuance of the Pet
27Lover’s license plates, and may include marketing and other
28promotional activities associated with encouraging application
29for or renewal of Pet Lover’s license plates.

30(d) The nonprofit organization selected by the board shall not
31use more than 5 percent of the moneys received pursuant to this
32section for administrative costs.

33(e) The board shall determine eligibility requirements for the
34grants, establish the grant application process, and develop
35program specifics. The board may contract with an entity,
36including a nonprofit organization, to provide advice, consultation,
37 and administrative services for purposes of implementing and
