To the Members of the California State Assembly:

I am returning Assembly Bill 193 without my signature.

This bill would authorize a probate court to order an investigation
for a Lanterman-Petris-Short conservatorship for an individual
currently under probate conservatorship.

Currently, professionals in charge of county mental health facilities
are responsible for recommending an investigation for a
Lanterman-Petris-Short conservatorship. This bill bypasses the
clinical expertise of these professionals and for that reason I can't
support it.
