Assembly Concurrent Resolution No. 156—Relative to hemophilia.

LEGISLATIVE COUNSEL’S DIGEST

ACR 156, as introduced, Low. Hemophilia: World Hemophilia Day.

This measure would recognize April 17, 2016, as World Hemophilia Day.

P1    1WHEREAS, Hemophilia is a rare genetic bleeding disorder in
2which one of the proteins that causes blood to clot is missing, or
3there is not enough of the protein to work properly, causing people
4to bleed longer; and

5WHEREAS, Without effective blood clotting, cuts and internal
6injuries have difficulty healing and internal bleeding into the joints
7can result in pain and permanent damage; and

8WHEREAS, Hemophilia is typically a lifelong condition that
9is primarily treated with infusions of a protein involved in blood
10clotting; and

11WHEREAS, It is estimated that more than 400,000 people
12worldwide are living with hemophilia; and

13WHEREAS, Approximately 20,000 people in the United States
14are living with hemophilia; and

15WHEREAS, Hemophilia is found in all populations; and

P2    1WHEREAS, People living with hemophilia and those caring
2for and serving them are strongly united in advocating for access
3to treatment and care; now, therefore, be it

4Resolved by the Assembly of the State of California, the Senate
5thereof concurring,
That the Legislature recognizes April 17, 2016,
6as World Hemophilia Day; and be it further

7Resolved, That the Chief Clerk of the Assembly transmit copies
8of this resolution to the author for appropriate distribution.
