Assembly Concurrent Resolution No. 156—Relative to hemophilia.

LEGISLATIVE COUNSEL’S DIGEST

ACR 156, as amended, Low. Hemophilia: World Hemophilia Day.

This measure would recognize April 17, 2016, as World Hemophilia Day.

P1    1WHEREAS, Hemophilia is a rare genetic bleeding disorder in
2which one of the proteins that causes blood to clot is missing, or
3there is not enough of the protein to work properly, causing people
4to bleed longer; and

P2    1WHEREAS, Without effective blood clotting, cuts and internal
2injuries have difficulty healing and internal bleeding into the joints
3can result in pain and permanent damage; and

4WHEREAS, Hemophilia is typically a lifelong condition that
5is primarily treated with infusions of a protein involved in blood
6clotting; and

7WHEREAS, It is estimated that more than 400,000 people
8worldwide are living with hemophilia; and

9WHEREAS, Approximately 20,000 people in the United States
10are living with hemophilia; and

11WHEREAS, Hemophilia is found in all populations; and

12WHEREAS, People living with hemophilia and those caring
13for and serving them are strongly united in advocating for access
14to treatment and care; now, therefore, be it

15Resolved by the Assembly of the State of California, the Senate
16thereof concurring,
That the Legislature recognizes April 17, 2016,
17as World Hemophilia Day; and be it further

18Resolved, That the Chief Clerk of the Assembly transmit copies
19of this resolution to the author for appropriate distribution.
