SUBJECT: Louis Zamperini Memorial Highway
DIGEST: This resolution designates a portion of Interstate 405
in the County of Los Angeles as the Louis Zamperini Memorial
Highway.
ANALYSIS:
Existing law:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
1)The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
or structure is located.
2)The person being honored must be deceased.
3)The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
4)The author or co-author of the resolution must represent the
district in which the facility is located, and the resolution
must identify the specific highway segment or structure being
named.

5)The segment of highway being named must not exceed five miles
in length.
6)The proposed designation must reflect a community consensus
and be without local opposition.
7)The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.
This resolution designates a portion of Interstate 405 in the
County of Los Angeles from Redondo Beach Boulevard to South
Western Avenue as the Louis Zamperini Memorial Highway. It also
requests that the Department of Transportation determine the
cost of appropriate signage and, upon receipt of donations from
non-state sources covering that cost, to erect those signs.
COMMENTS:
1)Purpose. This resolution is intended to honor the life and
service of Louis Zamperini.
2)Background. Louis Silvie Zamperini was born on January 26,
1917, in New York, moving to Torrance, California in 1919.
Louis Zamperini set the national high school record in the
mile at the Los Angeles Memorial Coliseum in 1934. Two years
later, Mr. Zamperini finished in a tie in the 5,000-meter
Olympic trials, qualifying him for the 1936 Olympics. In
1938, he set a national collegiate mile record. When World
War II broke out, he enlisted in the United States Army Air
Corps and became a bombardier. During a search-and-rescue
mission, Mr. Zamperini's airplane crashed due to a mechanical
failure. He was stranded on a raft for 47 days before washing
ashore and beoming a prisoner of war. He was tortured for the
next two years and was released and returned to the United
States in 1945. After the war, he founded a camp for troubled
youths call the Victory Boys Camp. On July 2, 2014, Louis
Silvie Zamperini passed away at his home in Los Angeles,
California, at 97 years of age. His dramatic life story has
been told in various books and movies.
Louis Zamperini is survived by his son, daughter, and a
grandchild.
