BILL ANALYSIS Ó ACR 165 Page 1 Date of Hearing: April 18, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 165 (Bigelow) - As Introduced April 7, 2016 SUBJECT: America's Heroes-Veterans Memorial Highway SUMMARY: Designates a portion of State Highway 49 in Amador County as the "America's Heroes-Veteran's Memorial Highway." Specifically, this resolution: 1)Designates a portion State Highway Route 49 at Valley View Way post mile R7.298 to approximately post mile R10.560 before the Jay-D Ornsby-Adkins Bridge (bridge number 26-0043), located at post mile R10.576, in the County of Amador as the "America's Heroes-Veterans Memorial Highway." 2)Requests that the Department of Transportation (Caltrans) determine the costs of erecting appropriate signs, which would include this special designation, consistent with the signing requirements for the state highway system, and upon receiving donations from non-state sources covering the cost, to erect those signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways including the installation and maintenance of highway signs. ACR 165 Page 2 FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: This resolution designates a portion of State Highway Route 49 as the "America's Heroes-Veterans Memorial Highway," to honor the men and women who have served in the United States Armed Forces to protect and defend our country, including the nearly two million veterans who reside in California and those in Amador County.
