Assembly Concurrent Resolution No. 167—Relative to Tax Freedom Day.

LEGISLATIVE COUNSEL’S DIGEST

ACR 167, as amended, Mathis. Tax Freedom Day.

This measure would recognize April 24, 2016, as the nation’s “Tax Freedom Day” in recognition of the hardworking families, individuals, and businesses of the state, without which the ability of the government to spend revenues on any vital public service or infrastructure project would be impossible.

P1    1WHEREAS, The United Statesbegin insert of Americaend insert has traditionally
2been a low-tax country. From the founding of the Republic in 1776
3until the early part of this century, total government spending at
4the federal, state, and local levels rarely exceeded 10 percent of
5national income, except during wartime; and

6WHEREAS, Tax Freedom Day is the day when Americans will
7finally have earned enough money to pay off their entire tax bills
8for the year, including federal and state income tax, sales tax, and
9other taxes levied upon them; and

10WHEREAS, According to the Tax Foundation’s annual
11calculation, this year America can celebrate the nation’s Tax
12Freedom Day on April 24, 2016; and

P2    1WHEREAS, April 24 is the same day as last year’s national Tax
2Freedom Day, which has been steadily increasing since 2009; and

3WHEREAS, The nation’s taxpayers have to work from January
41, 2016, to the 115th day of the year before earning enough money
5to pay for the government at the federal, state, and local levels and
6start spending money on essentials of life such as food, shelter,
7and education; and

8WHEREAS, According to the Tax Foundation’s annual
9calculation, this year California can celebrate the state’s Tax
10Freedom Day on April 30, 2016, which is 6 days longer than the
11national average; now, therefore, be it

12Resolved by the Assembly of the State of California, the Senate
13thereof concurring,
That the Legislature recognizes April 24, 2016,
14as the nation’s “Tax Freedom Day,” in recognition of the
15hardworking families, individuals, and businesses of the state,
16without which the ability of the government to spend revenues on
17any vital public service or infrastructure project would be
18impossible; and be it further

19Resolved, That the Chief Clerk of the Assembly transmit copies
20of this resolution to the Governor and to the author for appropriate
21distribution.
