          SUBJECT:  Girl Scouts of America: 100TH Anniversary of the Gold  
          Award


          KEY ISSUE:  Should California COMMEMORATE the 100th anniversary  
          of the girl scouts of america's gold award?


                                      SYNOPSIS


          This resolution commemorates the 100TH anniversary of the Gold  
          Award, the highest recognition within the Girl Scouts of America  
          (Girl Scouts) organization for a girl scout.  Since 1916, over  
          one million girls have received this honor after completing  
          their community-oriented project.  According to the author, the  
          Gold Award is prestigious and is recognized by some  
          universities, colleges, and Armed Forces.  This resolution  
          applauds the leadership and exemplary service of past recipients  
          of the Gold Award.


          SUMMARY:  Commemorates the 100TH anniversary of the Gold Award,  
          the highest recognition within the Girl Scouts organization for  
          a girl scout.  Specifically, this measure:

          1)Makes findings and declarations relating to the history and  
            positive impact of the Girl Scouts as well as the prestige of  
            the Gold Award. 


          2)Declares the Girl Scouts promote the ideals of acceptance,  
            understanding, cultural awareness, and tolerance.


          3)Declares the Gold Award to be a prestigious award that  
            recognizes the true commitment to Girl Scouts and the  
            completion of a community-oriented project.


          4)Declares that Gold Award recipients who enter military service  
            and university studies are distinguishable among their peers  
            as leaders and presented with greater opportunities.


          5)Resolves that the Legislature applauds the vital role of the  
            Girl Scouts has played in lives of girls and young women.


          EXISTING LAW honored the Girl Scouts for 100 years of exemplary  
          service. (ACR 108 (Wieckowski), Resolution Chapter 5, Statutes  
          of 2012.)


          FISCAL EFFECT:  As currently in print this resolution is keyed  
          non-fiscal.


          COMMENTS:  This resolution honors the 100TH Anniversary of the  
          Gold Award, the highest recognition within the Girl Scouts  
          organization for a girl scout and commends the organization's  
          significant role in the lives of young women.  According the  
          Girl Scout Research Institute,  Gold Award recipients complete  
          projects from "a broad spectrum of important issues-among them

          green energy, gender-balanced leadership, STEM education, and  
          violence prevention-plaguing the nation and the globe." (Girl  
          Scout Research Institute, The Power of the Girl Scout Gold  
          Award: Excellence in Leadership and Life  
           [as of May 12,  
          2016].)


          This resolution notes that scouts will gain experiences and  
          knowledge that may not otherwise be available to them.   
          According to the author, the history of Girl Scout programs of  
          social consciousness continue today as the organization promotes  
          ideals of acceptance, understanding, cultural awareness and  
          tolerance.  The Girl Scouts have promoted inclusion and  
          diversity in its membership by accepting all girls and women.   
          This resolution further extends the Legislature's best wishes to  
          the Girl Scouts for its continued success in the future.


          Prior Related Legislation.  ACR 108 ((Wieckowski) Res. Chapter  
          5. Statutes. 2012.)  This measure commended the Girl Scouts for  
          100 years of exemplary service by developing girls of courage,  
          confidence, and character who make the world a better place.


          ACR 48 ((Goldberg) Res. Chapter 56, Statutes. 2005.)  This  
          measure commended the Girl Scouts for 93 years of service and  
          for inspiring millions of girls with the highest ideals of  
          character, conduct, and patriotism while promoting the ideals of  
          acceptance, understanding, cultural awareness, and tolerance.


          ACR 43 ((Montanez) Res. Chapter 28, Statutes. 2003.)  This  
          measure commended the Girl Scouts for 91 years of service and  
          for inspiring millions of girls with the highest ideals of  
          character, conduct, and patriotism while promoting the ideals of  
          acceptance, understanding, cultural awareness, and tolerance.

          ACR 157 ((Chu) Res. Ch. 48, Statutes. 2002.)  This measure  
          similarly commended the Girl Scouts for 90 years of service.
