This measure would designate a specified portion of State Highway 12 in the County of Solano as the Solano County Deputy Sheriff Hale Humphrey Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, Hale Humphrey grew up in the New Boston area
2of eastern Texas prior to enlisting in the United States Navy; and
3WHEREAS, After completing his naval service, Hale Humphrey
4settled in Fairfield, initially working for the Fairfield Police
5Department before becoming a deputy sheriff with the Solano
6County Sheriff’s Office; and
7WHEREAS, Deputy Humphrey was active in social activities
8in Solano County, becoming a member of the local Elks Lodge
9and eventually its exalted ruler; and
10WHEREAS, On March 15, 1963, following a robbery at a
11service station, one of the fleeing suspects killed a California
P2 1Highway Patrol Officer, and Deputy Humphrey, who was at a
2roadblock set up to apprehend the suspects, was killed in the line
3of duty when the suspect vehicle rammed the roadblock; and
4WHEREAS, Deputy Humphrey, at the time of his death, was
5survived by his wife of 10 years, Elizabeth (Betty) Humphrey, and
6by his daughter Sherry Humphrey; and
7WHEREAS, It is appropriate to commemorate Deputy
8Humphrey’s service and ultimate sacrifice, and to designate a
9portion of State Highway Route 12 in Solano County in his honor;
10now, therefore be it
11Resolved by the Assembly of the State of California, the Senate
12thereof concurring, That the Legislature hereby designates the
13portion of State Highway Route 12 that constitutes the overcrossing
14between the City of Fairfield and the City of Suisun City as the
15Solano County Deputy Sheriff Hale Humphrey Memorial Highway;
16and be it further
17Resolved, That the Department of Transportation is requested
18to determine the cost of erecting appropriate signs, consistent with
19the signing requirements of the state highway system, showing
20this special designation and, upon receiving donations from
21nonstate sources covering that cost, to erect those signs; and be it
22further
23Resolved, That the Chief Clerk of the Assembly transmit copies
24of this resolution to the Director of Transportation and to the author
25for appropriate distribution.
