          SUBJECT:  Solano County Deputy Sheriff Hale Humphrey Memorial  
          Highway


          SUMMARY:  Designates a portion of State Highway 12 in Solano  
          County as the "Solano County Deputy Sheriff Hale Humphrey  
          Memorial Highway."  Specifically, this resolution:  


          1)Recounts the life and career of Solano County Deputy Sheriff  
            Hale Humphrey, who lost his life in the line of duty.


          2)Designates a portion of State Highway Route 12 between Marina  
            Avenue and Pennsylvania Avenue, near the south end of Union  
            Avenue and the north end of Main Street in Solano County as  
            the "Solano County Deputy Sheriff Hale Humphrey Memorial  
            Highway."


          3)Requests that the Department of Transportation (Caltrans)  
            determine the costs of erecting appropriate signs and markers,  
            showing this special designation, consistent with the signing  
            requirements for the state highway system, and upon receiving  
            donations from non-state sources covering the cost, to erect  
            those signs.

          EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways including the installation and  
          maintenance of highway signs.


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signs and markers upon receiving  
          donations from non-state sources covering the cost.


          COMMENTS:  The author seeks to honor Solano County Deputy  
          Sheriff Hale Humphrey who grew up in eastern Texas and settled  
          in Fairfield.  Deputy Humphrey served in the United States Navy  
          and after completing his service joined the Fairfield Police  
          Department.  He later became a Deputy Sherriff with the Solano  
          County Sherriff's office.  Deputy Humphrey was involved in his  
          community, including the local Elks Lodge, of which he became an  
          Exalted Ruler.  Deputy Humphrey was killed in the line of duty  
          on March 15, 1963, following a robbery at a service station,  
          attempting to apprehend the fleeing suspects at a road block.   
          The suspects also killed a California Highway Patrol Officer.   
          Deputy Humphrey left behind a wife and daughter.  This  
          resolution in his honor commemorates his service and ultimate  
          sacrifice.
