SUBJECT: Kevin Michael Burrell and James Wayne MacDonald
Memorial Highway and the Dess K. Phipps Memorial Highway
DIGEST: This bill designates a portion of State Highway Route
710 in the County of Los Angeles as the Kevin Michael Burrell
and James Wayne MacDonald Memorial Highway, and a portion of
State Highway Route 710 in the County of Los Angeles as the Dess
K. Phipps Memorial Highway.
ANALYSIS:
Existing law:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
1)The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
or structure is located.
2)The person being honored must be deceased.
3)The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
4)The author or co-author of the resolution must represent the

district in which the facility is located, and the resolution
must identify the specific highway segment or structure being
named.
5)If the segment of highway is being named for a specific
individual or individuals, the segment of highway being named
must not exceed five miles in length.
6)The proposed designation must reflect a community consensus
and be without local opposition.
7)The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.
This bill:
1)Designates a portion of State Highway Route 710 in the County
of Los Angeles from State Highway Route 91 at post mile 12.97
to Alondra Boulevard at post mile 13.94 as the Kevin Michael
Burrell and James Wayne MacDonald Memorial Highway.
2)Designates a portion of State Highway Route 710 in the County
of Los Angeles from Alondra Boulevard at post mile 13.945 to
Rosecrans Avenue at post mile 14.96 as the Dess K. Phipps
Memorial Highway.
8)Requests the Department of Transportation to determine the
cost of appropriate signs and, upon receiving donations from
nonstate sources covering that cost, to erect those signs.
COMMENTS:
1)Purpose. This resolution is to honor the lives and service of
Kevin Michael Burrell, James Wayne MacDonald and Dess K.
Phipps.
2)Background. Kevin Michael Burrell and James Wayne MacDonald
were police officers employed by the City of Compton. On
February 22, 1993, Officers Burrell and MacDonald were fatally
shot by a gang member during a traffic stop. At the time,
Officer Burrell was survived by his parents, son, brothers,
and sister. At the time, Officer MacDonald was survived by
his parents and brother.

Dess K. Phipps was also a police officer employed by the City
of Compton. Officer Phipps was a member of the United States
Navy and a veteran of World War II. Officer Phipps was killed
during the high-speed vehicle pursuit of a criminal on October
12, 1962. At the time, Officer Phipps was survived by his
wife, parents, and brother.
3)Amendment. Part of the designation for Officer Phipps is
outside of the author's district. The author has agreed to
revise this section so that it is within his district.
