DIGEST: This resolution designates a portion of State Highway
Route 710 in the County of Los Angeles as the Kevin Michael
Burrell and James Wayne MacDonald Memorial Highway, and a
portion of State Highway Route 710 in the County of Los Angeles
as the Dess K. Phipps Memorial Highway.

1)Designates a portion of State Highway Route 710 in the County
of Los Angeles from State Highway Route 91 at post mile 12.97
to Alondra Boulevard at post mile 13.94 as the Kevin Michael
Burrell and James Wayne MacDonald Memorial Highway.
2)Designates overcrossing number 53-822 in the County of Los
Angeles, which spans State Highway Route 710 at Alondra
Boulevard at post mile 13.945, as the Dess K. Phipps Memorial
Highway.
1)Requests the Department of Transportation to determine the
cost of appropriate signs and, upon receiving donations from
nonstate sources covering that cost, to erect those signs.
Comments
1)Purpose. This resolution is to honor the lives and service of
Kevin Michael Burrell, James Wayne MacDonald, and Dess K.
Phipps.
2)Background. Kevin Michael Burrell and James Wayne MacDonald
were police officers employed by the City of Compton. On
February 22, 1993, Officers Burrell and MacDonald were fatally
shot by a gang member during a traffic stop. At the time,
Officer Burrell was survived by his parents, son, brothers,
and sister. At the time, Officer MacDonald was survived by
his parents and brother.
Dess K. Phipps was also a police officer employed by the City
of Compton. Officer Phipps was a member of the United States
Navy and a veteran of World War II. Officer Phipps was killed
during the high-speed vehicle pursuit of a criminal on October
12, 1962. At the time, Officer Phipps was survived by his
wife, parents, and brother.
