CONCURRENCE IN SENATE AMENDMENTS

SUMMARY: Designates a portion of State Route (SR) 710 from SR
91 to Alondra Boulevard in Los Angeles County as the "Kevin
Michael Burrell and James Wayne MacDonald Memorial Highway" and
designates overcrossing number 53-822 which spans SR 710 at
Alondra Boulevard in Los Angeles County, California as the "Dess
K. Phipps Memorial Overcrossing."
The Senate amendments:
1)Delete the proposed naming of a portion of SR 710 in Los
Angeles County for City of Compton Officer Dess K. Phipps and
instead name a nearby SR 710 overcrossing in his honor.
2)Make other technical, non-substantive changes.

EXISTING LAW: Assigns the California Department of
Transportation (Caltrans) the responsibility of operating and
maintaining state highways, including the installation and
maintenance of highway signs.
AS PASSED BY THE ASSEMBLY, this resolution:
1)Recounted the life and accomplishments of City of Compton
police officers Kevin Michael Burrell, James Wayne MacDonald,
and Dess K. Phipps.
2)Designated portions of SR 91 in Los Angeles County, California
as the "Kevin Burrell and Dess K. Phipps Memorial Highway" and
the "Dess K. Phipps Memorial Highway."
3)Requested that the California Department of Transportation
(Caltrans) determine the cost of the appropriate signs,
consistent with the signing requirements for a state highway
system, showing special designation and, upon receiving
donations from non-state sources covering that cost, to erect
those signs.
FISCAL EFFECT: According to the Senate Appropriations
Committee, pursuant to Senate Rule 28.8, negligible state costs.
COMMENTS: Police officers for the City of Compton Kevin Michael
Burrell, James Wayne MacDonald, and Dess K. Phipps were killed
in the line of duty. To memorialize their service and
contribution to their community, this bill seeks to name various
state highway facilities in their honor.
