BILL ANALYSIS Ó ACR 180 Page 1 CONCURRENCE IN SENATE AMENDMENTS ACR 180 (Obernolte) As Amended August 16, 2016 Majority vote -------------------------------------------------------------------- |ASSEMBLY: | 76-0 |(August 1, |SENATE: |36-0 |(August 18, | | | |2016) | | |2016) | | | | | | | | | | | | | | | -------------------------------------------------------------------- Original Committee Reference: TRANS. SUMMARY: Designates a portion of State Route (SR) 247 in San Bernardino County as the "Sergeant Brian Walker Memorial Highway." The Senate amendments clarify the boundaries of the segment of SR 247 being named for Sergeant Brian Walker. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways including the installation and maintenance of highway signs. AS PASSED BY THE ASSEMBLY, this resolution: 1)Recounted the life and accomplishments of Sergeant Brian L. ACR 180 Page 2 Walker. 2)Designated the portion of SR 247 in the County of San Bernardino, beginning at the intersection of SR 247 and Allen Way and continuing toward Johnson Valley for five miles, as the "Sergeant Brian Walker Memorial Highway." 3)Requested that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the specific designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. FISCAL EFFECT: According to the Senate Appropriations Committee, pursuant to Senate Rule 28.8, negligible state costs. COMMENTS: Sergeant Brian Walker was born and raised in San Bernardino County and attended local schools including Lucerne Valley High School where he served as an officer in the Future Farmers of America program. Sergeant Walker later served as a military policeman in the United States Army. Sergeant Walker, six days after arriving for his second deployment in the Middle East, tragically lost his life in Afghanistan on May 13, 2012, when a vehicle under his command was hit with an improvised explosive device. To memorialize Sergeant Walker's service and his contribution to his community, this bill seeks to name the portion of SR 247 in San Bernardino County (from the intersection of SR 247 and Allen Way and continuing five miles toward Johnson Valley) as the "Sergeant Brian Walker Memorial Highway."
