Assembly Concurrent Resolution No. 184—Relative to Portuguese National Heritage Month.

ACR 184, as amended, Salas. Portuguese National Heritage Month.

This bill would recognize the month of June 2016 as Portuguese National Heritage Month.

P2    1WHEREAS, In September of 1542, Portuguese explorer Juan
2Rodriguez Cabrillo sailed a ship into San Diego Bay and became
3the first European to explore the land now known as California.
4Cabrillo explored the California coast, and is credited with
5numerous coastal discoveries; and

6WHEREAS, The first Portuguese settlers came to California
7from the Azores Islands in the early 19th century. The largest wave
8of Azorean immigrants moved to California just before and after
9the turn of the 20th century. Each wave contributed substantially
10to setting up agricultural operations, especially dairy, vegetable,
11and fruit farms; and

12WHEREAS, Throughout most of the 20th century, as many as
13one-half of all Portuguese Californians owned or operated a dairy
14farm, worked on a dairy farm, or worked in a dairy-related industry.
15Applying the Portuguese belief in hard work and thriftiness, along
16with additional labor from family members, a Portuguese settler
17could earn enough to reinvest in his business, and buy more land
18and cattle; and

19WHEREAS, Historically, California has been a popular
20destination for immigrants from the Azores Islands, creating strong
21cultural ties between the two regions; currently there are more than
22381,000 persons of Portuguese heritage living in California,
23approximately 90 percent of whom have either come directly from
24the Azores Islands or are of Azorean parentage; and

25WHEREAS, In 1979, the Center for Portuguese Studies at the
26University of California, Santa Barbara, was founded for the
27purpose of promoting and developing Portuguese studies in
28California and in the United States; and

29WHEREAS, In 1994, the University of California, Berkeley,
30established the Portuguese Studies Program. Included among the
31many goals of the program is the goal “to spotlight the crucial and
32complex but often overlooked experience and contributions of the
33Portuguese-American community”; and

34WHEREAS, In 1999, the Center for Portuguese Studies at the
35California State University, Stanislaus, was established to promote
36the study of the Portuguese-speaking world’s language, history,
37culture, and influence. The center works to enrich the connections
38among the local Portuguese community and its cultural and
39linguistic heritage and to forge new connections between countries
P3    1of the Portuguese-speaking world and California’s central valley;

3WHEREAS, Among the great Portuguese Americans who have
4contributed significantly to this country are: composer John Philip
5Sousa, best known for composing “Stars and Stripes Forever”;
6poet Emma Lazarus, best known for her sonnet about the Statue
7of Liberty, “The New Colossus”; architect William L. Pereira, best
8known for designing the Transamerica Pyramid in San Francisco;
9and singer and actress Carmen Miranda. Many Portuguese
10Americans have also served with distinction in local, state, and
11federal office, and have served proudly in this country’s military;
12and

13WHEREAS, Portuguese Americans have made valuable and
14substantial contributions to every facet of California life including
15the entertainment industry, the most notable of whom are Mary
16Astor, Tom Hanks, Joe Perry, and James Franco; and

17WHEREAS, Portuguese Americans continue to thrive in
18agricultural communities of the San Joaquin Valley, including
19Hanford and Lemoore in Kings County and Shafter, Wasco, and
20Bakersfield in Kern County; they have contributed greatly to
21making market milk the leading agricultural product by value in
22both the Counties of Kings and Kern; and

23WHEREAS, The Portuguese Heritage Society of California
24built the Portuguese Historical Museum to serve as a center for
25the display of Portuguese heritage and culture. In addition to its
26permanent exhibits, it will house and host exhibits and cultural
27programs from various organizations and the many Portuguese
28communities in the United States and around the world; and

29WHEREAS, The Portuguese Heritage Society of California
30designated the second Saturday of June as a day to celebrate
31Portuguese culture through music, dance, art, cooking, parades,
32and other festivities; now, therefore, be it

33Resolved by the Assembly of the State of California, the Senate
34thereof concurring,
That the Legislature hereby declares the month
35of June 2016 as Portuguese National Heritage Month; and be it
36further

37Resolved, That the Chief Clerk of the Assembly transmit copies
38of this resolution to the author for appropriate distribution.
