Assembly Concurrent Resolution No. 189—Relative to Robot Day.

LEGISLATIVE COUNSEL’S DIGEST

ACR 189, as introduced, Patterson. Robot Day.

This measure would declare June 27, 2016, as Robot Day.

P1    1WHEREAS, Robotics is rapidly proving to be one of the most
2effective, compelling, and engaging means for teaching and
3reinforcing fundamental science, technology, engineering, and
4mathematics (STEM) concepts as well as inspiring the state’s youth
5to pursue STEM-related careers, thereby helping to create a highly
6skilled, 21st century American workforce; and

7WHEREAS, Robotics is part of the FIRST program, which
8stands for For Inspiration and Recognition of Science and
9Technology. FIRST fosters an environment set on STEM-based
10careers. The mission of FIRST is to inspire young people to be
11science and technology leaders by engaging them in exciting
12mentor-based programs that build science, engineering, and
13technology skills that inspire innovation and foster well-rounded
14life capabilities, including self-confidence, communication, and
15leadership; and

16WHEREAS, The emerging market for service robotics in various
17sectors, including healthcare, national defense, homeland security,
18energy, manufacturing, logistics, transportation, agriculture,
P2    1education, consumer goods, and others, is expected to grow at a
2compound annual growth rate of nearly 20 percent over the next
3few years to become a worldwide $27 billion industry; and

4WHEREAS, Robotics technology holds tremendous potential
5for reducing the cost of healthcare delivery; stimulating the
6discovery and development of new procedures and treatments for
7a wide variety of diseases and disorders; improving the standard
8and accessibility of care; providing individuals with disabilities,
9especially injured veterans, with greater independence and dignity;
10and enhancing overall patient health outcomes; and

11WHEREAS, Robotics technology is proving essential to our
12national defense and homeland security by enabling the ongoing
13development and fielding of unmanned air, ground, and maritime
14systems that today help keep our nation’s war fighters and
15protectors out of harm’s way and, in the long run, will serve as a
16highly effective force multiplier; and

17WHEREAS, Robotics is a key transformative technology that
18can revolutionize American manufacturing by enabling small- and
19mid-sized companies to cost-effectively combine highly skilled
20workers and highly adaptable, precise, and reliable equipment to
21create and make high-value products in high-stakes industries; and

22WHEREAS, There is a strong need to recognize America’s
23leadership in robotics technology; educate the public on robotics
24technology’s broad potential, growing importance, and future
25impact on American society; underscore the need for increased
26investment in robotics technology research and development; and
27inspire the nation’s youth to pursue careers in robotics and other
28STEM-related fields; now, therefore, be it

29Resolved by the Assembly of the State of California, the Senate
30thereof concurring,
That the Legislature hereby declares June 27,
312016, as Robot Day; and be it further

32Resolved, That the Chief Clerk of the Assembly transmit copies
33of this resolution to the author for appropriate distribution.
