Assembly Concurrent Resolution No. 189—Relative to Robotics Technology Day.

ACR 189, as amended, Patterson. Robotics Technology Day.

This measure would declare June 27, 2016, as Robotics Technology Day.

P1    1WHEREAS, Robotics is rapidly proving to be one of the most
2effective, compelling, and engaging means for teaching and
P1    1reinforcing fundamental science, technology, engineering, and
2mathematics (STEM) concepts as well as inspiring the state’s youth
3to pursue STEM-related careers, thereby helping to create a highly
4skilled, 21st century American workforce; and

5WHEREAS, Robotics is part of the FIRST program, which
6stands for For Inspiration and Recognition of Science and
7Technology. FIRST fosters an environment set on STEM-based
8careers. The mission of FIRST is to inspire young people to be
9science and technology leaders by engaging them in exciting
10mentor-based programs that build science, engineering, and
11technology skills that inspire innovation and foster well-rounded
12life capabilities, including self-confidence, communication, and
13leadership; and

14WHEREAS, The emerging market for service robotics in various
15sectors, including health care, national defense, homeland security,
16energy, manufacturing, logistics, transportation, agriculture,
17education, consumer goods, and others, is expected to grow at a
18compound annual growth rate of nearly 20 percent over the next
19few years to become a worldwide $27 billion industry; and

20WHEREAS, Robotics technology holds tremendous potential
21for reducing the cost of health care delivery; stimulating the
22discovery and development of new procedures and treatments for
23a wide variety of diseases and disorders; improving the standard
24and accessibility of care; providing individuals with disabilities,
25especially injured veterans, with greater independence and dignity;
26and enhancing overall patient health outcomes; and

27WHEREAS, Robotics technology is proving essential to our
28national defense and homeland security by enabling the ongoing
29development and fielding of unmanned air, ground, and maritime
30systems that today help keep our nation’s war fighters and
31protectors out of harm’s way and, in the long run, will serve as a
32highly effective force multiplier; and

33WHEREAS, Robotics is a key transformative technology that
34can revolutionize American manufacturing by enabling small- and
35mid-sized companies to cost-effectively combine highly skilled
36workers and highly adaptable, precise, and reliable equipment to
37create and make high-value products in high-stakes industries; and

38WHEREAS, There is a strong need to recognize America’s
39leadership in robotics technology; educate the public on robotics
40technology’s broad potential, growing importance, and future
P3    1impact on American society; underscore the need for increased
2investment in robotics technology research and development; and
3inspire the nation’s youth to pursue careers in robotics and other
4STEM-related fields; now, therefore, be it

5Resolved by the Assembly of the State of California, the Senate
6thereof concurring,
That the Legislature hereby declares June 27,
72016, as Robotics Technology Day; and be it further

8Resolved, That the Chief Clerk of the Assembly transmit copies
9of this resolution to the author for appropriate distribution.
