BILL ANALYSIS Ó ACR 191 Page 1 Date of Hearing: June 20, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 191 (Gallagher) - As Introduced May 27, 2016 SUBJECT: National Purple Heart Trail SUMMARY: Designates the portions of State Highway Routes (SR) 5, 16, 20, and 45 in Colusa County for inclusion in the National Purple Heart Trail. Specifically, this resolution: 1)Describes the history and significance of the National Purple Heart Trail. 2)Designates the portions of SR 5, SR 16, SR 20, and SR 45 in Colusa County for inclusion in the National Purple Heart Trail. 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways. This includes the installation and maintenance of highway signs. ACR 191 Page 2 FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: The National Purple Heart Trail was established in 1992 to honor the men and women of the United States Armed Forces who have been wounded or killed in combat. The trail includes stretches of highway across the United States. Numerous segments of California highways are designated as part of the National Purple Heart Trail, including the entirety of Interstate Routes 5 (I-5) and 80 (I-80), portions of SR 101 in Monterey, San Luis Obispo, Santa Barbara and Ventura Counties, and a portion of SR 223 in Kern County. This resolution adds SR 5, SR 16, SR 20, and SR 45 in Colusa County to those routes designated for inclusion in the trail in order to honor the men and women who have been wounded or killed in combat while serving in the United States Armed Forces. This resolution designates the portion of SR 5 in Colusa County for inclusion in the National Purple Heart Trail, although that portion of the route already bears that designation, under the existing designation of I-5 as part of the trail.
