This measure would declare Friday, October 7, 2016, as California Manufacturing Day.

P1    1WHEREAS, The first Friday in October is designated as 
2National Manufacturing Day and was created as an opportunity 
3to recognize and celebrate the contributions of manufacturing in 
4the United States; and 
5WHEREAS, On October 7, 2016, California will join the nation 
6and celebrate California Manufacturing Day, during which many 
7of the state’s manufacturers will open their doors to the public to 
8showcase their operations and promote interest in the 
9manufacturing sector as a quality career; and 
10WHEREAS, Also on that day, many California manufacturing 
11training facilities and community colleges will highlight their 
12career technical education classrooms, equipment, students, and 
13instructors; and 
14WHEREAS, Many of the nation’s most innovative, productive, 
15and energy efficient manufacturers have research labs, assembly 
16plants, and administration operations in California; and 
P2    1WHEREAS, California manufacturing represents 12 percent of 
2the national manufacturing gross domestic product (GDP) and 10 
3percent of the national manufacturing job base; and 
4WHEREAS, California’s manufacturing sector is dynamic and 
5diverse and includes industries such as aerospace, beverages, 
6building materials, cement, consumer goods, energy and oil 
7production, food processing, glass, information technology, mining, 
8plastics, paper, pulp, and steel; and 
9WHEREAS, California manufacturers employ more than 1.3 
10million workers in the state with high-wage, middle-class jobs 
11where the average salary exceeds $77,000 annually; and 
12WHEREAS, California manufacturers generate more than $250 
13billion in annual economic activity that leads to tremendous 
14multiplier benefits throughout the economy; and 
15WHEREAS, Governor Edmund G. Brown Jr. and the Legislature 
16recognized the importance of attracting new manufacturing 
17investments to California in 2013 with the enactment of a partial 
18sales and use tax exemption for purchases of manufacturing 
19equipment leading to measurable job growth; and 
20WHEREAS, Working together with educators and workforce 
21development partners, California manufacturers will continue to 
22address the middle skills job shortage to build the next generation 
23of skilled industrial employees equipped to respond to the demands 
24of a global economy; and 
25WHEREAS, The nonpartisan nonprofit group Next 10 found 
26in a report titled “2015 California Green Innovation Index” that 
27California’s economy is the second least carbon-intensive economy 
28in the world and produces 64 percent greater GDP for every unit 
29of energy consumed compared with the United States as a whole; 
30and 
31WHEREAS, California manufacturers continue to push the 
32bounds of clean and green technologies that reduce emissions and 
33increase energy efficiency in products and processes; and 
34WHEREAS, California’s clean and energy efficient 
35manufacturing industry maintains and supports the long-term 
36overall health of the state’s economy and stands ready to help 
37increase opportunities for high-wage employment that will expand 
38access to the middle class for all Californians; now, therefore, be 
39it 
P3    1Resolved by the Assembly of the State of California, the Senate 
2thereof concurring, That the Legislature declares Friday, October 
37, 2016, as California Manufacturing Day; and be it further 
4Resolved, That the Chief Clerk of the Assembly transmit copies 
5of this resolution to the author for appropriate distribution.
