This measure would declare Friday, October 7, 2016, as California Manufacturing Day.

P1    1WHEREAS, The first Friday in October is designated as 
2National Manufacturing Day and was created as an opportunity 
3to recognize and celebrate the contributions of manufacturing in 
4the United States; and 
P2    1WHEREAS, On October 7, 2016, California will join the nation 
2and celebrate California Manufacturing Day, during which many 
3of the state’s manufacturers will open their doors to the public to 
4showcase their operations and promote interest in the 
5manufacturing sector as a quality career; and 
6WHEREAS, Also on that day, many California manufacturing 
7training facilities and community colleges will highlight their 
8career technical education classrooms, equipment, students, and 
9instructors; and 
10WHEREAS, Many of the nation’s most innovative, productive, 
11and energy efficient manufacturers have research labs, assembly 
12plants, and administration operations in California; and 
13WHEREAS, California manufacturing represents 12 percent of 
14the national manufacturing gross domestic product (GDP) and 10 
15percent of the national manufacturing job base; and 
16WHEREAS, California’s manufacturing sector is dynamic and 
17diverse and includes industries such as aerospace, beverages, 
18building materials, cement, consumer goods, energy and oil 
19production, food processing, glass, information technology, mining, 
20plastics, paper, pulp, and steel; and 
21WHEREAS, California manufacturers employ more than 1.3 
22million workers in the state with high-wage, middle-class jobs 
23where the average salary exceeds $77,000 annually; and 
24WHEREAS, California manufacturers generate more than $250 
25billion in annual economic activity that leads to tremendous 
26multiplier benefits throughout the economy; and 
27WHEREAS, Governor Edmund G. Brown Jr. and the Legislature 
28recognized the importance of attracting new manufacturing 
29investments to California in 2013 with the enactment of a partial 
30sales and use tax exemption for purchases of manufacturing 
31equipment leading to measurable job growth; and 
32WHEREAS, Working together with educators and workforce 
33development partners, California manufacturers will continue to 
34address the middle skills job shortage to build the next generation 
35of skilled industrial employees equipped to respond to the demands 
36of a global economy; and 
37WHEREAS, The nonpartisan nonprofit group Next 10 found 
38in a report titled “2015 California Green Innovation Index” that 
39California’s economy is the second least carbon-intensive economy 
40in the world and produces 64 percent greater GDP for every unit 
P3    1of energy consumed compared with the United States as a whole; 
2and 
3WHEREAS, California manufacturers continue to push the 
4bounds of clean and green technologies that reduce emissions and 
5increase energy efficiency in products and processes; and 
6WHEREAS, California’s clean and energy efficient 
7manufacturing industry maintains and supports the long-term 
8overall health of the state’s economy and stands ready to help 
9increase opportunities for high-wage employment that will expand 
10access to the middle class for all Californians; now, therefore, be 
11it 
12Resolved by the Assembly of the State of California, the Senate 
13thereof concurring, That the Legislature declares Friday, October 
147, 2016, as California Manufacturing Day; and be it further 
15Resolved, That the Chief Clerk of the Assembly transmit copies 
16of this resolution to the author for appropriate distribution.
