This measure would encourage teaching sun safety practices to children to enable them to identify the importance of sun safety, practice strategies to protect against the harmful effects of the sun, and understand why and how to stay safe from overexposure to the sun.

P1 1WHEREAS, The chief cause of skin cancer is exposure to
2ultraviolet (UV) rays from natural sunlight and artificial sources;
3and
P2 1WHEREAS, At least one in five Americans will develop skin
2cancer in his or her lifetime and one American dies every hour
3from the disease; and
4WHEREAS, During October 2014, the United States Department
5of Health and Human Services, in its 13th Report on Carcinogens,
6classified solar radiation, which includes UV rays, as a “known
7human carcinogen” or cancer-causing agent; and
8WHEREAS, Skin cancer is by far the most common cancer
9found among California residents; and
10WHEREAS, In California, new cases of skin cancer are roughly
11equal to the total number of new cases of all other types of cancer
12combined; and
13WHEREAS, In addition to causing skin cancer, unprotected
14exposure to sunlight can cause eye damage and premature aging
15of the skin; and
16WHEREAS, A child’s skin is more vulnerable to harmful UV
17rays than an adult’s skin; and
18WHEREAS, Up to 50 percent of a person’s lifetime sun
19exposure can occur during childhood and adolescence; and
20WHEREAS, Sunburns, especially in childhood, increase the
21chances that a person will develop skin cancer; and
22WHEREAS, Skin cancer is highly preventable when sun safety
23practices are adopted, such as the use of wide-brimmed hats,
24UV-protective sunglasses, long clothing, and sunscreen,
25supplemented by environmental supports, including the provision
26of shade and the adoption and implementation of sun protection
27guidelines and policies; and
28WHEREAS, Children, who are more vulnerable, need to
29understand why and how to guard against unprotected exposure
30to the sun; now, therefore, be it
31Resolved by the Assembly of the State of California, the Senate
32thereof concurring, That the Legislature encourages teaching sun
33safety practices to children to enable them to identify the
34importance of sun safety, practice strategies to protect against the
35harmful effects of the sun, and understand why and how to stay
36safe from overexposure to the sun; and be it further
37Resolved, That the Chief Clerk of the Assembly transmit copies
38of this resolution to the author for appropriate distribution.
