Assembly Concurrent Resolution No. 199—Relative to Obesity Awareness Month.

This measure would annually proclaim the month of November as Obesity Awareness Month in California.

4WHEREAS, More than one-third of adults in the United States

7WHEREAS, In California, nearly 60 percent of adults are
8begin delete consideredend delete overweight orbegin delete obeseend deletebegin insert have obesityend insert and one in fourbegin delete are
9obese;end delete

10WHEREAS, Minorities in California are disproportionately
11affected by obesity, with approximately 34.7 percent of African
12Americans and 31.7 percent of Latinos consideredbegin delete obese;end deletebegin insert as having
13obesity;end insert
and

14WHEREAS, Those without economic means are
15disproportionately affected by obesity; 33 percent of those with
P2    1incomes of $15,000 per year or lessbegin delete are obese,end deletebegin insert have obesity,end insert
2 compared with 24.6 percent of those who make at least $50,000
3per year, while 33 percent of those not graduating high schoolbegin delete are
4obeseend delete

5graduated college or technical college; and

6WHEREAS, Obesity has been linked to many comorbidities
7and chronic diseases, with the six most common and most costly
8being type II diabetes, cardiovascular disease, hypertension, stroke,
9arthritis, and certain types of cancer; and

10WHEREAS, Obesity is one of the largest drivers of health care
11costs, with estimates ranging from $147 billion to $210 billion in
12annual medically related costs as of 2012; and

13WHEREAS, The State of California paid approximately $1.3
14billion in obesity-related costs in Medi-Cal in 2013, and annual
15costs of severe obesitybegin delete costend deletebegin insert amounted toend insert $9.1 billion in overall
16health care costs in 2013; and

17WHEREAS, The estimated medically related costs of adult
18obesity are expected to rise to $620 billion annually by 2030; and

19WHEREAS, Obesity-related job absenteeism costsbegin delete United
20States’end delete
employersbegin insert in the United Statesend insert at least $4.3 billion annually,
21taking a toll on the economy; and

22WHEREAS, Almost every state that demonstrates a 5-percent
23decrease in average body mass index will experience an
24approximatebegin delete 6.5 percentend deletebegin insert 6.5-percentend insert tobegin delete 7.9 percentend deletebegin insert 7.9-percentend insert
25 reduction in overall health care costs over the next 5 to 10 years;
26and

27WHEREAS, The American Medical Association (AMA) has
28now recognized obesity as a chronic disease requiring a range of
29medical interventions to advance obesity treatment and prevention,
30and health professionals from a large and growing number of other
31professional medical societies have signaled their support for the
32AMA’s decision to recognize obesity as a disease; and

33WHEREAS, Significant innovations in treatment and medical
34interventions,begin delete including pharmacotherapy and other medical
35interventions,end delete
begin insert including, among others, pharmacotherapy,end insert have
36been approved for the medical community in recent years; now,
37therefore, be it

38Resolved by the Assembly of the State of California, the Senate
39thereof concurring,
That the Legislature proclaims the month of
40Novemberbegin delete 2016end deletebegin insert 2016,end insert andbegin delete each year thereafterend deletebegin insert each November

3Resolved, That the Legislature supports policies to reduce obesity
4in California and the costs associated with the disease; and be it
