This measure would proclaim September 28, 2016, as Parent Advocacy Day.

P1 1WHEREAS, A critical dimension of effective schooling is
2parental involvement; and
3WHEREAS, Research has shown conclusively that parent
4involvement in a child’s education at home improves pupil
5 achievement, and when a parent is involved at school, his or her
6child goes farther in school; and
7WHEREAS, Regardless of family income or background, pupils
8with involved parents are more likely to have higher grades and
9test scores, attend school regularly, have better social skills, show
10improved behavior, and adapt well to school; and
11WHEREAS, The most accurate predictors of pupil achievement
12in school are not family income or social status but the extent to
13which the family creates a home environment that encourages
14learning, communicates high yet reasonable expectations for the
15child’s achievement, and becomes involved in the child’s education
16at school; and
P2 1WHEREAS, When a parent is involved in school, the
2performance of all children at school, not just the parent’s child,
3tends to improve, and the more comprehensive and well planned
4the partnership between school and home, the higher the pupil
5achievement; and
6WHEREAS, California’s school funding system, the Local
7Control Funding Formula, requires all school districts to involve
8parents in planning, decision making, and developing and
9reviewing local control and accountability plans; and
10WHEREAS, The State Board of Education recognizes that a
11child’s education is a responsibility shared by school and family
12during the entire period the child spends in school, and it is
13important that school districts and schools, in collaboration with
14parents, teachers, pupils, and school administrators, establish and
15develop efforts that enhance parent involvement and reflect the
16needs of pupils and families in the communities in which they
17serve; and
18WHEREAS, Parent involvement is fundamental to a healthy
19system of public education and parent involvement roles require
20a statewide effort that has the support and recognition of all; now,
21therefore, be it
22Resolved by the Assembly of the State of California, the Senate
23thereof concurring, That the Legislature hereby proclaims
24September 28, 2016, as Parent Advocacy Day in recognition of
25parental involvement in pupils’ success; and be it further
26Resolved, That the Chief Clerk of the Assembly transmit copies
27of this resolution to the author for appropriate distribution.
