Assembly Concurrent Resolution No. 200—Relative to Parent Advocacy Day.

LEGISLATIVE COUNSEL’S DIGEST

ACR 200, as amended, Lopez. Parent Advocacy Day.

This measure would proclaim September 28, 2016, as Parent Advocacy Day.

P1    1WHEREAS, A critical dimension of effective schooling is
2parental involvement; and

3WHEREAS, Research has shown conclusively that parent
4involvement in a child’s education at home improves pupil
P2    1achievement, and when a parent is involved at school, his or her
2child goes farther in school; and

3WHEREAS, Regardless of family income or background, pupils
4with involved parents are more likely to have higher grades and
5test scores, attend school regularly, have better social skills, show
6improved behavior, and adapt well to school; and

7WHEREAS, The most accurate predictors of pupil achievement
8in school are not family income or social status but the extent to
9which the family creates a home environment that encourages
10learning, communicates high yet reasonable expectations for the
11child’s achievement, and becomes involved in the child’s education
12at school; and

13WHEREAS, When a parent is involved in school, the
14performance of all children at school, not just the parent’s child,
15tends to improve, and the more comprehensive and well planned
16the partnership between school and home, the higher the pupil
17achievement; and

18WHEREAS, California’s school funding system, the Local
19Control Funding Formula, requires all school districts to involve
20parents in planning, decision making, and developing and
21reviewing local control and accountability plans; and

22WHEREAS, The State Board of Education recognizes that a
23child’s education is a responsibility shared by school and family
24during the entire period the child spends in school, and it is
25important that school districts and schools, in collaboration with
26parents, teachers, pupils, and school administrators, establish and
27develop efforts that enhance parent involvement and reflect the
28needs of pupils and families in the communities in which they
29serve; and

30WHEREAS, Parent involvement is fundamental to a healthy
31system of public education and parent involvement roles require
32a statewide effort that has the support and recognition of all; now,
33therefore, be it

34Resolved by the Assembly of the State of California, the Senate
35thereof concurring,
That the Legislature hereby proclaims
36September 28, 2016, as Parent Advocacy Day in recognition of
37parental involvement in pupils’ success; and be it further

P3    1Resolved, That the Chief Clerk of the Assembly transmit copies
2of this resolution to the author for appropriate distribution.
