The following information is revised to reflect amendments
adopted by the committee on August 27, 2015

Summary: This bill requires the California Department of
Education (CDE) to develop a standardized notice of educational
rights of a foster youth and post the notice on its website.
Fiscal
Impact:
Anticipated costs to the CDE between $15,000 and $20,000
General Fund for staff time to develop the notice and provide
technical assistance to the field.
Committee
Amendments: Remove additional requirements placed on
educational liaisons for foster children related to the
dissemination of the notice, thereby eliminating the potential

reimbursable mandate. Streamline administrative workload by
requiring the notice to be available to liaisons for
dissemination by posting it on the CDE's website. Amend to
ensure that Chapter 174, Statutes of 2015 is not chaptered out
as this bill amends the same section of law.
