An act to amend Section 147 of the Water Code, relating to water resources.

LEGISLATIVE COUNSEL’S DIGEST

AB 228, as introduced, Waldron. State Water Resources Development System: reporting requirement.

Under existing law, the Department of Water Resources operates the State Water Resources Development System. Existing law requires the department, on or before January 10, 2010, and annually thereafter, to prepare and submit to the chairpersons of the fiscal committees of the Legislature a report, as prescribed, about the budget of the State Water Resources Development System.

This bill would make a technical, nonsubstantive change in these provisions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 147 of the Water Code is amended to

147.  

(a) On or before January 10, 2010, and annually thereafter,
4the department shall prepare and submit to the chairpersons of the
5fiscal committees of the Legislature a report with regard to the
6budget for the State Water Resources Development System.

P2    1(b) The department shall include in the report all of the following
2information:

3(1) A description of the expenditures made, or projected to be
4made, as applicable, on behalf of the State Water Resources
5Development System, by program and fund, and of the total
6revenues expended, or projected to be expended, as applicable,
7for that system, including each fund source.

8(2) A description of the positions within the department that
9carry out functions related to the State Water Resources
10Development System, and the total number of those positions.

11(3) A description of any funds, other than funds generated by
12the State Water Resources Development System, that are expended,
13or projected to be expended, as applicable, for the State Water
14Resources Development System, including those funds used for
15cost-sharing purposes.

16(4) An itemization of all contracts related to the Bay-Delta
17Conservation Plan financed, or projected to be financed, as
18applicable, in full or in part with funds generated by the State
19Water Resources Development System, including the dollar amount
20of those contracts and a brief description of the purposes of those
21contracts.

22(c) The department shall include in each report information
23relating to three fiscal yearsbegin delete that includeend deletebegin insert includingend insert the two
24completed fiscal years that immediately precede the year in which
25the report is due, along with applicable information for the fiscal
26year in which the report is due. The department shall prepare the
27first report required under subdivision (a) for the 2007-08,
282008-09, and 2009-10 fiscal years.
