begin insertExisting law, the Gambling Control Act, provides for the licensure and regulation of various legalized gambling activities and establishments by the California Gambling Control Commission and the investigation and enforcement of those activities and establishments by the Department of Justice. Existing law requires the commission to establish a 10-member Gaming Policy Advisory Committee for the purpose of discussing matters of controlled gambling regulatory policy and other relevant gambling-related issues. The committee is composed of representatives of controlled gambling licensees and members of the general public in equal numbers.

Existing law provides that nothing in those licensing and regulatory provisions precludes a city, county, or city and county from prohibiting a gambling activity, or affects the responsibility of local law enforcement agencies to enforce the laws of this state.

11by the committee shall be presented to the commission, but shall
12be deemed advisory and not binding on the commission in the
13performance of its

Section 19803 of the Business and Professions
16Code is amended to read:
(a) It is the intent of the Legislature, in enacting this
18chapter, to provide uniform, minimum standards for the regulation

21(b) Nothing in this chapter precludes a city, county, or city and
22county from prohibiting
a gambling activity, imposing more
23stringent local controls or conditions upon gambling than are
24imposed by this chapter or by the commission, inspecting gambling
25premises to enforce applicable state and local laws, or imposing
26a local tax or license fee, if the prohibition, control, condition,
27inspection, tax, or fee is not inconsistent with this chapter. Nothing

affects the responsibility of local law enforcement
2agencies to enforce the laws of this state, including this chapter.
