Assembly Concurrent Resolution No. 201—Relative to California Young Parents Day.

LEGISLATIVE COUNSEL’S DIGEST

ACR 201, as introduced, Weber. California Young Parents Day.

This measure would recognize August 25, 2016, and every August 25 thereafter, as California Young Parents Day and would urge all Californians to join in celebrating California Young Parents Day.

P1    1WHEREAS, Young mothers and fathers, as all families, deserve
2dignity, tangible support, and recognition as important members
3of California communities; and

4WHEREAS, Young mothers and fathers, as all youth, are part
5of the fabric of vibrant communities across California and represent
6its future prosperity; and

7WHEREAS, Children, youth, and young adults under 20 years
8of age make up over a quarter of California’s population; and

9WHEREAS, Young people of all economic backgrounds, gender
10identities and expression, sexualities, abilities, and immigration
11statuses have the right to parent the children they have; and

12WHEREAS, Pregnant and parenting youth have the right, as all
13youth, to all support needed to continue with their educational and
14career goals, including child care, health care, housing assistance,
15and job training and other economic opportunities; and

P2    1WHEREAS, Using negative language and stereotypes around
2young parenting serves only to blame and denigrate young people
3for their circumstances and does not reflect their realities; and

4WHEREAS, Young people of color, whether pregnant,
5parenting, or nonparenting, face persistent systemic inequities,
6including, but not limited to, poverty, racism, sexism, and violence,
7that shape and often undermine their decisionmaking and
8aspirations; and

9WHEREAS, Pregnant, parenting, and nonparenting youth must
10have access to culturally relevant and gender-sensitive sexual and
11reproductive health services and educational, material, economic,
12and emotional support; and

13WHEREAS, The health and wellness of young parents and their
14children is our shared responsibility and must be reflected in our
15state policies; now, therefore, be it

16Resolved by the Assembly of the State of California, the Senate
17thereof concurring,
That the Legislature recognizes the
18contributions and needs of young parents and that this resolution
19serves as a framework to inform future policy decisions that affect
20their well being; and be it further

21Resolved, That August 25, 2016, and every August 25 thereafter,
22shall be recognized as “California Young Parents Day” and that
23all Californians are encouraged to celebrate the occasion; and be
24it further

25Resolved, That the Chief Clerk of the Assembly transmit copies
26of this resolution to the author for appropriate distribution.
