This measure would recognize the week of October 16, 2016, to October 22, 2016, inclusive, as Digital Citizenship Week.

P1 1WHEREAS, The recognition of Digital Citizenship Week is
2proposed in simultaneous recognition of National Bullying
3Prevention Month, Connected Educator Month, and National Cyber
4Security Awareness Month; and
5WHEREAS, The goal of Digital Citizenship Week is to raise
6awareness about the importance of digital citizenship as a set of
7defined, teachable skills for kids in the 21st century; and
8WHEREAS, Digital media is driving significant changes to the
9ways that children live and learn, and those changes bring exciting
10opportunities, such as new career paths and innovative means of
11self-expression; and
12WHEREAS, Digital media also poses potential dangers,
13including cyber bullying and exploitation, if not managed
14appropriately though education or other means; and
15WHEREAS, A Common Sense report, Zero to Eight: Children’s
16Media Use in America, finds that technology and media use begins
P2 1at an increasingly young age, with as many as 38 percent of
2children under 2 years of age using mobile devices for media in
32013; and
4WHEREAS, According to the 2015 Common Sense Census:
5Media Use by Teens and Tweens, teenagers use an average of nine
6hours of media daily, not including media use for school or
7homework; and
8WHEREAS, The 2015 Common Sense census also finds that
9one-half of teens interfere with their own learning by multitasking
10with social media while doing their homework; and
11WHEREAS, Parents, educators, students, and lawmakers play
12a role in making sure children learn how to navigate the digital
13world safely and responsibly; and
14WHEREAS, Digital citizenship means that children appreciate
15their responsibility for their choice of content as well as their
16actions when using the Internet, cell phones, or other digital media;
17and
18WHEREAS, To be responsible digital citizens, children must
19be digitally literate, which means being able to use and understand
20the many different types of digital technologies and messages; and
21WHEREAS, This new media literacy should become an integral
22part of children’s education that is woven into the overall
23curriculum across grade levels, starting as early as kindergarten;
24and
25WHEREAS, The nation whose children best harness the
26educational and creative powers of digital media will write the
27economic and education success stories of the 21st century; and
28WHEREAS, The Legislature believes in training and educating
29teachers and parents to help children understand and manage digital
30media’s role in their lives through additional investments in that
31training and education; now, therefore, be it
32Resolved by the Assembly of the State of California, the Senate
33thereof concurring, That the Legislature recognizes October 16,
342016, to October 22, 2016, inclusive, as Digital Citizenship Week;
35and be it further
36Resolved, That the Chief Clerk of the Assembly transmit copies
37of this resolution to the author for appropriate distribution.
