This measure would recognize the week of October 16, 2016, to October 22, 2016, inclusive, as Digital Citizenship Week.

P1 1WHEREAS, The recognition of Digital Citizenship Week is
2proposed in simultaneous recognition of National Bullying
3Prevention Month, Connected Educator Month, and National Cyber
4Security Awareness Month; and
P2 1WHEREAS, The goal of Digital Citizenship Week is to raise
2awareness about the importance of digital citizenship as a set of
3defined, teachable skills for kids in the 21st century; and
4WHEREAS, Digital media is driving significant changes to the
5ways that children live and learn, and those changes bring exciting
6opportunities, such as new career paths and innovative means of
7self-expression; and
8WHEREAS, Digital media also poses potential dangers,
9including cyber bullying and exploitation, if not managed
10appropriately though education or other means; and
11WHEREAS, A Common Sense report, Zero to Eight: Children’s
12Media Use in America, finds that technology and media use begins
13at an increasingly young age, with as many as 38 percent of
14children under 2 years of age using mobile devices for media in
152013; and
16WHEREAS, According to the 2015 Common Sense Census:
17Media Use by Teens and Tweens, teenagers use an average of nine
18hours of media daily, not including media use for school or
19homework; and
20WHEREAS, The 2015 Common Sense census also finds that
21one-half of teens interfere with their own learning by multitasking
22with social media while doing their homework; and
23WHEREAS, Parents, educators, students, and lawmakers play
24a role in making sure children learn how to navigate the digital
25world safely and responsibly; and
26WHEREAS, Digital citizenship means that children appreciate
27their responsibility for their choice of content as well as their
28actions when using the Internet, cell phones, or other digital media;
29and
30WHEREAS, To be responsible digital citizens, children must
31be digitally literate, which means being able to use and understand
32the many different types of digital technologies and messages; and
33WHEREAS, This new media literacy should become an integral
34part of children’s education that is woven into the overall
35curriculum across grade levels, starting as early as kindergarten;
36and
37WHEREAS, The nation whose children best harness the
38educational and creative powers of digital media will write the
39economic and education success stories of the 21st century; and
P3 1WHEREAS, The Legislature believes in training and educating
2teachers and parents to help children understand and manage digital
3media’s role in their lives through additional investments in that
4training and education; now, therefore, be it
5Resolved by the Assembly of the State of California, the Senate
6thereof concurring, That the Legislature recognizes October 16,
72016, to October 22, 2016, inclusive, as Digital Citizenship Week;
8and be it further
9Resolved, That the Chief Clerk of the Assembly transmit copies
10of this resolution to the author for appropriate distribution.
