SUMMARY:
This bill permits veterinarians licensed outside California to
attend to cases of animal cruelty or animal fighting in the
state, as requested, and permits the establishment of temporary
shelters for the purpose of assisting in the investigation.

FISCAL EFFECT:
Any costs to the Veterinary Medical Board are minor and
absorbable.
COMMENTS:
1)Purpose. This bill intends to augment the state's capacity for
veterinarians to care for animals in the case of large-scale
animal cruelty cases that can quickly overwhelm a local
government's resources. The author cites animal fighting
busts, hoarding arrests and puppy mill raids as examples.
Allowing out-of-state veterinarians to assist under a limited
exemption will help ensure resources are available to care for
animals. This bill is sponsored by the American Society for
the Prevention of Cruelty to Animals (ASPCA).
2)Related Legislation. AB 317 (Maienschein) allows an
organization that meets certain conditions to establish a
temporary shelter facility, for the purpose of providing
veterinary medical care, shelter and food and water during a
state of emergency..
