Existing law authorizes the Governor, from time to time, to examine the organization of all agencies and to determine what changes are necessary to accomplish specified government goals, including, but not limited to, promotion of more effective management of the executive and administrative branch of state government.
This bill would make technical, nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
Section 12080.1 of the Government Code is

The Governor, from time to time, shall examine the
4organization of all agencies and shall determine what changes

6purposes:
7(a) To promote the better execution of the laws,begin delete theend delete more
8effective management of the executive and administrative branch

expeditious administration of the public business;
3(b) To reduce expenditures and promote economy to the fullest
4extent practicable consistent withbegin delete theend delete efficient operation of the
5state government;
6(c) To increase the efficiency of the operation of the state
7government to the fullest extent practicable;
8(d) To group,begin delete consolidateend deletebegin insert consolidate,end insert and coordinate agencies
9and functions thereof as nearly as possible according to major
10purposes;
11(e) To reduce the number of agencies by consolidating those
12having similar functions under a singlebegin delete headend deletebegin insert
head,end insert and to abolish
13begin delete suchend deletebegin insert thoseend insert agencies or functions thereof as may not be necessary
14for the efficient operation of the state government;
15(f) To eliminate overlapping andbegin delete duplication ofend deletebegin insert duplicativeend insert
16 effort.
