Existing law provides for the licensure and regulation of various healing arts licensees by various boards, as defined, within the Department of Consumer Affairs and imposes various continuing education requirements for license renewal.
This bill would allow specified healing arts licensees to apply one unit, as defined, of continuing education creditbegin insert once per renewal cycleend insert towards any required continuing education units for attendingbegin delete a courseend deletebegin insert certain coursesend insert thatbegin delete resultsend deletebegin insert
resultend insert in the licensee becoming a certified instructor of cardiopulmonary resuscitation (CPR) or the proper use of an automated external defibrillatorbegin delete (`AED),end deletebegin insert
(AED),end insert and would allow specified healing arts licensees to apply up to 2 units of continuing education creditbegin insert once per renewal cycleend insert towards any required continuing education units for conductingbegin insert board-approvedend insert CPR or AED training sessions for employees of school districts and community college districts in the state.begin insert The bill would specify that these provisions would not apply if a licensing boardend insertbegin insert’s laws or regulations establishing continuing education requirements exclude the courses or activities mentioned above.end insert

The people of the State of California do enact as follows:
Section 856 is added to the Business and
2Professions Code, to read:
(a) begin insert(1)end insertbegin insert end insert A person licensed pursuant to this division who
4is required to complete continuing education units as a condition
5of renewing his or her licensebegin delete mayend deletebegin insert may, once per renewal cycle,end insert
6 apply one unit of continuing educationbegin delete creditend deletebegin insert
credit, pursuant to
7paragraph (2),end insert towards that requirement for attending a course
8that results in the licensee becoming a certified instructor of
9cardiopulmonary resuscitation (CPR) or the proper use of an
10automated external defibrillator (AED).
11(2) A licensee may only apply continuing education credit for
12attending one of the following courses:
13(A) An instructional program developed by the American Heart
14Association.
15(B) An instructional program developed by the American Red
16Cross.
17(C) An instructional program that is nationally recognized and
18based on the most current national evidence-based emergency
19cardiovascular care guidelines for the performance of CPR and
20the use of an AED.
21(b) begin insert(1)end insertbegin insert end insert A person licensed pursuant to this division who is
22required to complete continuing education units as a condition of
23renewing his or her licensebegin delete mayend deletebegin insert may, once per renewal cycle,end insert
24 apply up to two units of continuing educationbegin delete creditend deletebegin insert credit,
25pursuant to paragraph (2),end insert towards that requirement for conducting
26CPR or AED training sessions for employees of school districts
27and community college districts in the state.
28(2) A licensee may only apply continuing education credit for
29holding a training session if the training session is approved by
30the applicable licensing board.
31(c) For purposes of this section, “unit” means any measurement
32for continuing education, such as hours or course credits.

2division if the applicable licensing board’s laws or regulations
3establishing continuing education requirements exclude the courses
4or activities described in subdivisions (a) and (b).
