Existing law provides that in any county in which 2 or more cities are incorporated there is a city selection committee for the purpose of appointing city representatives to boards, commissions, and agencies as required by law. Existing law provides that the membership of each city selection committee shall consist of the mayor of each city within the county and that when the mayor is unable to attend a meeting of the city selection committee, he or she shall designate another member of the city’s legislative body to attend and vote at the meeting in the mayor’s place.

This bill, for the city selection committee in the County of Los Angeles, would require that when the mayor is unable to attend a city selection committee meeting the vice mayor or mayor pro tempore serve as the voting member on his or her behalf, and if the vice mayor or mayor pro tempore are unable to attend that meeting then the next ranking council member would be required to serve as the voting member on the mayor’s behalf, as provided.

This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Los Angeles.

The Planning and Zoning Law requires a city, county, or city and county to adopt a comprehensive general plan that addresses a number of elements. If a general plan has been adopted, each county or city officer, department, board, or commission, as specified, is required to submit a list of proposed public works for the ensuing fiscal year. The agency receiving the list of proposed public works is required to prepare, as specified, a coordinated program of proposed public works for the ensuing fiscal year.

11voting member and shall be entitled to one vote.

12(2) (A) In the absence of the mayor and the vice mayor or mayor
13pro tempore, the next ranking council member shall serve as the

The Legislature finds and declares that a special law
18is necessary and that a general law cannot be made applicable
19within the meaning of Section 16 of Article IV of the California
20Constitution because of the challenges faced as a result of the
21current governance structure of the County of Los Angeles.

SECTION 1.  

Section 65401 of the Government Code is
23amended to read:

65401.  

If a general plan or part thereof has been adopted, within
2the time fixed by the legislative body, each county or city officer,
3department, board, or commission, and each governmental body,
4commission, or board, including the governing body of any special
5district or school district, whose jurisdiction lies wholly or partially
6within the county or city, whose functions include recommending,
7preparing plans for, or constructing major public works, shall
8submit to the official agency, as designated by the respective
9county board of supervisors or city council, a list of the proposed
10public works recommended for planning, initiation, or construction
11during the ensuing fiscal year. The official agency receiving the
12list of proposed public works shall list and classify all of these
13recommendations and shall prepare a coordinated program of
14proposed public works for the ensuing fiscal year. The coordinated
15program shall be submitted to the county or city planning agency
16for review and report to the official agency as to conformity with
17the adopted general plan or part thereof.
