California Legislature—2015–16 Regular Session

Assembly BillNo. 352

Introduced by Assembly Member Beth Gaines

February 17, 2015

An act to amend Section 66201 of the Education Code, relating to university admissions.

LEGISLATIVE COUNSEL’S DIGEST

AB 352, as introduced, Beth Gaines. University admissions: public postsecondary education.

Existing law, known as the Donahoe Higher Education Act, among other things, sets forth the missions and functions of California’s public and independent segments of postsecondary education. A provision of the act expresses the intent of the Legislature that each resident of California who has the capacity and motivation to benefit from higher education should have the opportunity to enroll in an institution of higher education. This provision also expresses a commitment to provide an appropriate place in California public higher education for every student who is willing and able to benefit from attendance.

This bill would make nonsubstantive changes to this provision of the Donahoe Higher Education Act.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.
