BILL ANALYSIS Ó AB 354 Page 1 Date of Hearing: March 25, 2015 ASSEMBLY COMMITTEE ON ACCOUNTABILITY AND ADMINISTRATIVE REVIEW Rudy Salas, Chair AB 354 (Committee on Accountability and Administrative Review) - As Introduced February 17, 2015 SUBJECT: Director of General Services: state leases: notification SUMMARY: Requires the Department of General Services (DGS) to notify the relevant policy committees when it reports to the Legislature on certain state building leases. EXISTING LAW prohibits the Director of DGS from entering into a state building lease that exceeds five years and annual rental revenue of $10,000 unless the Chairs of the Assembly and Senate Appropriations Committees and the Joint Legislative Budget Committee are notified in writing 30 days prior to the start of the lease. FISCAL EFFECT: Unknown COMMENTS: Current law requires the Director of DGS to provide written notification to the fiscal committees of the Legislature when entering into state building leases that exceed five years and $10,000 in annual rental revenue. This bill seeks to AB 354 Page 2 increase legislative oversight by requiring DGS to also include the Assembly Accountability and Administrative Review Committee and the Senate Governmental Organization Committee in these notifications.
