An act to amend Section 65580 of the Government Code, relating to local government.

LEGISLATIVE COUNSEL’S DIGEST

AB 369, as introduced, Steinorth. Local government.

The Planning and Zoning Law establishes in each city and county a planning agency with the powers necessary to carry out the purposes of that law. Existing law sets forth the Legislature’s findings and declarations regarding the availability of affordable housing throughout the state.

This bill would make nonsubstantive changes to those findings and declarations.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 65580 of the Government Code is

The Legislature finds and declares as follows:

4(a) The availability of housing is of vital statewidebegin delete importance,
5and theend delete
begin insert importance. Theend insert early attainment of decent housing and a
6suitable living environment for every Californian, including
7farmworkers, is a priority of the highest order.

P2    1(b) The early attainment of this goal requires the cooperative
2participation of government and the private sector in an effort to
3expand housing opportunities and accommodate the housing needs
4of Californians of all economic levels.

5(c) The provision of housing affordable to low- and
6moderate-income households requires the cooperation of all levels
7of government.

8(d) Local and state governments have a responsibility to use the
9powers vested in them to facilitate the improvement and
10development of housing to make adequate provision for the housing
11needs of all economic segments of the community.

12(e) The Legislature recognizes that in carrying out this
13responsibility, each local government also has the responsibility
14to consider economic, environmental, and fiscal factors and
15community goals set forth in the general plan and to cooperate
16with other local governments and the state in addressing regional
17housing needs.
