An act to amend Section 50408 of the Health and Safety Code, relating to housing.

AB 388, as amended, Chang. Housing: veterans: supportive and transitional housing: reports.

Existing law requires the Department of Housing and Community Development to submit an annual report to the Governor and both houses of the Legislature on the operations and accomplishments during the previous fiscal year of the housing programs administered by the department. Existing law requires the report to include, among other things, an evaluation, in collaboration with the Department of Veterans Affairs, of any program established by the department pursuant to the Veterans Housing and Homeless Prevention Act of 2014.

This bill would additionally require the evaluation to include information relating to the effectiveness of assisted projects in helping veterans occupying any supportive housing or transitional housing development that was issued funds pursuant to that act, as specified.

This bill would incorporate changes to Section 50408 of the Health and Safety Code proposed by both this bill and AB 90, which would become operative only if both bills are enacted and become effective on or before January 1, 2016, and this bill is chaptered last.

The people of the State of California do enact as follows:

SECTION 1.  

It is the intent of the Legislature in enacting the
2changes to Section 50408 of the Health and Safety Code made by
3Section 2 of this act to ensure that entities that are receiving funds
4through the administration of Proposition 41, the California
5Veterans Housing and Homeless Prevention Bond Act of 2014,
6are using them in the most effective manner possible to prevent
7veteran homelessness and to aid those impoverished veterans who
8are already residing in homelessness. The inclusion of this study
9would ensure that the Legislature will have adequate data to assess
10the viability of the program as well as to give the California
11Department of Veterans Affairs a means by which to determine
12the viability of nonprofits that serve veterans and assess their
13worthiness in the program.

SEC. 2.  

Section 50408 of the Health and Safety Code is
15amended to read:

16

50408.  

(a) On or before December 31 of each year, the
17department shall submit an annual report to the Governor and both
18houses of the Legislature on the operations and accomplishments
19during the previous fiscal year of the housing programs
20administered by the department, including, but not limited to, the
21Emergency Housing and Assistance Program and Community
22Development Block Grant activity.

23(b) The report shall include all of the following information:

24(1) The number of units assisted by those programs.

25(2) The number of individuals and households served and their
26income levels.

27(3) The distribution of units among various areas of the state.

P3    1(4) The amount of other public and private funds leveraged by
2the assistance provided by those programs.

3(5) Information detailing the assistance provided to various
4groups of persons by programs that are targeted to assist those
5groups.

6(6) The information required to be reported pursuant to Section
717031.8.

8(7) (A) An evaluation, in collaboration with the Department of
9Veterans Affairs, of any program established by the department
10pursuant to Article 3.2 (commencing with Section 987.001) of
11Chapter 6 of Division 4 of the Military and Veterans Code,
12including information relating to the effectiveness of assisted
13projects in helping veterans occupying any supportive housing or
14transitional housing development that was issued funds pursuant
15to that article.

16(B) The evaluation shall include, but is not limited to, the
17following information:

18(i) Performance outcome data including, but not limited to,
19housing stability, housing exit information, and tenant satisfaction,
20which may be measured by a survey, and changes in income,
21benefits, and education.

22(I) For purposes of this paragraph, the term “housing stability”
23includes, but is not limited to, how many tenants exit transitional
24housing to permanent housing or maintain permanent housing,
25and the length of time those tenants spent in assisted units.

26(II) For purposes of this paragraph, the term “housing exit
27information” includes, but is not limited to, the following:

28(ia) How many tenants left assisted units.

29(ib) The length of tenancy in assisted units.

30(ic) The reason those tenants left assisted units, when that
31information is readily obtainable.

32(id) The housing status of a tenant exiting an assisted unit upon
33exit when that information is readily available.

34(ii) Client data, which may include, but is not limited to,
35demographic characteristics of the veteran and his or her family,
36educational and employment status of the veteran, and
37veteran-specific information including, but not limited to, disability
38ratings, type of discharge, branch, era of service, and veterans
39affairs health care eligibility.

14affairs health care eligibility.

15(8) An evaluation of any program established by the department
16to meetbegin insert the legal requirements ofend insert the Federal Housing Trust Fund
17program guidelines.

SEC. 4.  

Section 3 of this bill incorporates amendments to
19Section 50408 of the Health and Safety Code proposed by both
20this bill and Assembly Bill 90. It shall only become operative if
21(1) both bills are enacted and become effective on or before January
221, 2016, (2) each bill amends Section 50408 of the Health and
23Safety Code, and (3) this bill is enacted after Assembly Bill 90, in
24which case Section 2 of this bill shall not become operative.
