The following information is revised to reflect amendments
adopted by the committee on August 27, 2015
Bill
Summary: AB 401 would require the State Water Resources Control
Board (SWRCB), in collaboration with the Board of Equalization
(BOE), by January 1, 2017, to develop a plan for the funding and
implementation of the Low-Income Water Rate Assistance Program.
Fiscal
Impact:
One-time costs of approximately $331,000 to the General Fund
over two years for the development of feasibility plan.
Cost pressures, possibly in the millions of dollars, to the
General Fund or unknown special fund for the implementation of
the feasibility plan.

Author
Amendments: Require the SWRCB to conduct lead the plan
development instead of the Department of Community Services.
Committee
Amendments: Allow the SWRCB to consider existing rate
assistance programs authorized by the California Public
Utilities Commission for investor-owned water utilities and to
include recommendations for other cost-effective methods of
offering assistance to low-income water customers.
