Existing law requires a report required or requested by law to be submitted by a state or local agency to the Members of either house of the Legislature, generally, to be submitted in a specified manner, including, but not limited to, a requirement that a report submitted by a state agency be posted on the state agency’s Internet Web site.

end insertThe Administrative Procedure Act governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law. Existing law requires that office to establish a unique numbering system for each regulatory action for identification and tracking purposes.

A state agency shall post on its Internet Web site any
4document the state agency is required or requested by law to
5submit to a committee of the Legislature, including, but not limited
6to, material submitted pursuant to subdivision (f) of Section 13337
7or a report.
Section 11341 of the Government Code is
9amended to read:
(a) The office shall establish a system to provide a
11unique identification number to each regulatory action.
12(b) The office and the state agency taking the regulatory action
13shall use the identification number provided by the office pursuant
14to subdivision (a) to refer to the regulatory action for which a notice
15
already
has been published in the California Regulatory Notice
16Register.
17(c) The identification number shall be sufficient information
18for a member of the public to identify and track a regulatory action
19both with the office and the state agency taking the regulatory
20action. No other information pertaining to the regulatory action
21shall be required of a member of the public if the identification
22number of the regulatory action has been provided.
