SUMMARY: Requires a state agency to post on its website a
report the state agency is required by law to submit to a
committee of the Legislature.
The Senate amendments specify that the Department of Finance
(DOF) shall post budget change proposals (BCPs) on its website
instead of on the websites of submitting state agencies.
EXISTING LAW:
1)Requires a state agency that submits a report required or
requested by law to the Legislature to also post the report on
its Web site.

2)Allows BCPs to remain confidential until they are approved by
DOF and released to the Legislature as part of the budget
process.
3)Makes draft versions of BCPs that are not approved by DOF and
not released to the Legislature confidential indefinitely and
subjects them to release only if the Governor's Office waives
its privilege or pursuant to a court order.
FISCAL EFFECT: This bill, as amended, has not been analyzed by
a Senate fiscal committee.
COMMENTS: Senate amendments specify that DOF shall post BCPs on
its Web site. An earlier version of this bill required state
agencies to post reports, including approved BCPs, on their
individual Web sites. The change to post BCPs on DOF's Web site
will likely make BCPs more accessible to the public because they
will be in one centralized location.
