to the Government Code, relating to state government.
LEGISLATIVE COUNSEL'S DIGEST
AB 419, as amended, Kim. Foreign trade zones.
Governor's Office of Business and Economic Development:
regulations.
The Economic Revitalization Act establishes the Governor's Office
of Business and Economic Development, also known as "GO-Biz," to
serve the Governor as the lead entity for economic strategy and the
marketing of California on issues relating to business development,
private sector investment, and economic growth.
This bill would require GO-Biz to annually compile all regulations
adopted by any state agency in the preceding year that affect any
small business, as defined, and organize and report this information
to the Legislature. This bill would make findings and declarations in
this regard.
Existing law authorizes any public corporation and specified
private corporations to apply for the privilege of establishing,
operating, and maintaining a foreign-trade zone in accordance with
specified provisions of federal law, and specifically authorizes a
private corporation whose application is granted pursuant to those
provisions of federal law to establish, operate, and maintain the
foreign-trade zone, subject to specified conditions and restrictions.
This bill would make a nonsubstantive change to this provision.
