SUMMARY:
This bill requires the Governor's Office of Business and
Economic Development (GO-Biz) to create a Web-access point on
its Internet Web site to include information about the state
rulemaking process and a link to relevant information on the

Internet Web site of the Office of Administrative Law including,
but not limited to, information found in the California Code of
Regulations, the California Regulatory Notice Register, and the
California Code of Regulations Supplement. Specifically, this
bill:
1)Requires information on the GO-Biz Web site to assist a small
business in understanding how to effectively find relevant
information on pending and current regulations that may affect
small businesses generally, as well as specific industry
sectors.
2)Requires the Web-access point to be integrated into the
existing GO-Biz Internet Web site as updates and enhancements
are designed and implemented.
3)Specifies the requirements of the bill shall be met within the
existing schedule for technology and programing upgrades, and
progress on the requirements may be included in the annual
report of the Office of Small Business Advocate.
FISCAL EFFECT:
No costs to GO-Biz as they indicate the requirements of the bill
are already being implemented.
COMMENTS:
Purpose. According to the author, the regulatory environment
disproportionately affects small businesses. Many of small
business owners point to regulations as their single most
important problem and call for reforming the regulatory process.

This bill seeks to provide greater transparency to the
rule-making and regulatory environment.
